Combating Obstructive National Security Underreporting of Legitimate Threats (CONSULT) Act of 2022 This bill directs the Office of Federal Procurement Policy to develop governmentwide procurement policy and guidance to mitigate and eliminate organizational conflicts of interest relating to contracts involving national security or foreign policy. Specifically, contracts with China and Russia, and for consulting services relating to crimes against humanity, are highlighted as being of particular concern.
Transnational Criminal Investigative Unit Stipend Act This bill requires the Department of Homeland Security to operate Transnational Criminal Investigative Units within U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI). The units shall be composed of vetted foreign law enforcement officials who shall cooperate with HSI to investigate and prosecute individuals involved in transnational criminal activity.
Improving Cybersecurity of Small Businesses, Nonprofits, and Local Governments Act of 2021 This bill requires reporting and other efforts to improve the cybersecurity of small entities. These include small businesses, governments (or certain governmental bodies) that represent populations of less than 50,000, and small nonprofits. Specifically, the Cybersecurity and Infrastructure Security Agency (CISA) must periodically report on and make recommendations about cybersecurity policies and controls for small entities. CISA, the Small Business Administration (SBA), and the Minority Business Development Agency must (1) promote the report, including by making it available through their respective websites; and (2) make voluntary training and technical assistance available to employees of small entities concerning cybersecurity recommendations identified in the report. In addition, the Department of Commerce must report to Congress about improving the cybersecurity of small entities. Further, the SBA must collect information from small businesses concerning cybersecurity matters and report to Congress about the cybersecurity of small businesses.
This resolution encourages people around the world to work to achieve the goal of zero new HIV transmissions, zero discrimination, and zero AIDS-related deaths, in order to end the HIV epidemic in the United States and around the world by 2030. The resolution supports continued funding for prevention, care and treatment services, and research programs for communities impacted by HIV and people living with HIV in the United States and globally. The resolution supports continued leadership by the United States in domestic, bilateral, multilateral, and private sector efforts to fight HIV. Finally, the resolution urges other members of the international community to sustain and scale up their support for and financial contributions to efforts around the world to combat HIV.
Small Business Development Centers Improvement Act of 2022 This bill reauthorizes the Small Business Development Center Program through FY2026 and otherwise revises the program. Specifically, the bill (1) generally prohibits entities other than institutions of higher education from receiving new grants under the program; (2) allows centers to collect fees related to private partnerships or cosponsorships; (3) authorizes centers to market their services directly to small businesses; and (4) modifies or establishes provisions related to program funding, operations, data collection, and reporting.
Holding Accountable Russian Mercenaries Act or the HARM Act This bill requires the Department of State to designate the PMC Wagner Group as a foreign terrorist organization. Such designation also applies to any affiliated and successor entities undertaking malign activities against the United States and its allies or partners. (Among other things, such a designation allows the Department of the Treasury to require financial institutions to block transactions involving the organization.) The President may waive the application of sanctions against these entities if the President determines it to be in the national interest.
Human Trafficking Prevention Act of 2022 This bill requires the posting of contact information of the national human trafficking hotline in specific places. Specifically, the information must be posted in a visible place in all federal buildings; in the restrooms of each U.S. aircraft, airport, over-the-road bus, bus station, passenger train, and passenger railroad station; and at each port of entry.
VA Work-Study Improvement Act This bill updates the Department of Veterans Affairs work-study program, including by increasing the number of hours an individual may work, modifying the minimum wage requirements, and implementing an electronic timesheet.

Medicare & You Handbook Improvement Act of 2022 This bill specifically requires the Centers for Medicare & Medicaid Services to describe the types of prior authorization requirements and other utilization management requirements that may apply under Medicare in the Medicare & You handbook, including how to inquire about requirements under Medicare Advantage (MA) or prescription drug plans. It also requires the handbook to include a description of the network sizes of MA plans and an illustrative example showing the impact of switching from an MA plan to Medicare on the ability to purchase Medigap supplemental policies.
Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.
