Ski Hill Resources for Economic Development Act or the SHRED Act This bill establishes the Ski Area Fee Retention Account. A specified portion of rental charges for ski area permits on a Forest Service unit shall be deposited in such account. Amounts in the fund shall be available to the unit for expenditure without further appropriation for ski area administration, improvements, visitor services, and wildfire preparedness. Funds may be reallocated only if the amounts collected exceed the reasonable needs of the unit.
Equal Access to Green cards for Legal Employment Act of 2022 or the EAGLE Act of 2022 This bill modifies requirements related to employment-based visas and addresses related issues. The bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15% and eliminates the per-country cap for employment-based immigrant visas. The bill establishes transition rules for employment-based visas such as (1) reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas, and (2) allotting a number of visas for professional nurses and physical therapists. The bill imposes additional requirements on an employer seeking an H-1B visa, such as prohibiting (1) an employer from advertising that a position is only open to H-1B applicants or that H-1B applicants are preferred, and (2) certain employers from having more than half of their employees as nonimmigrant visa workers. The Department of Labor shall create a publicly available website where an employer seeking an H-1B visa must post certain information about the open position. The bill also expands Labor's authority to review and investigate H-1B applications for fraud or misrepresentations. The bill also allows certain aliens to obtain lawful permanent resident status if the alien (1) is in the United States as a nonimmigrant, (2) has an approved immigrant visa petition, and (3) has waited at least two years for a visa.
Brown v. Board of Education National Historical Park Expansion and Redesignation Act This bill redesignates the Brown v. Board of Education National Historic Site currently located in Topeka, Kansas, as the Brown v. Board of Education National Historical Park. Further, the bill expands the park to include additional sites in Clarendon County, South Carolina, and establishes as affiliated areas specified sites in Farmville, Virginia; Wilmington, Claymont, and Hockessin, Delaware; and the District of Columbia.
International Violence Against Women Act of 2022 This bill requires a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to gender-based violence. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall coordinate policies, programs, and funding regarding gender equality and women's empowerment.
Quantum Computing Cybersecurity Preparedness Act This bill addresses the migration of executive agencies information technology systems to post-quantum cryptography. Post-quantum cryptography is encryption strong enough to resist attacks from quantum computers developed in the future. Not later than one year after the National Institutes of Standards and Technology has issued post-quantum cryptography standards, the Office of Management and Budget (OMB) shall begin to prioritize the migration of agency information technology systems to post-quantum cryptography. Not later than one year after the date of the enactment of this bill, the OMB shall submit to Congress a report on a strategy to address the risk posed by the vulnerabilities of agency information technology systems to the potential capability of a quantum computer; the funding necessary to secure such information technology systems from the threat posed by adversarial access to quantum computers; and a description of federal coordination efforts to develop standards for post-quantum cryptography, including any federal Information Processing Standards.
Global Catastrophic Risk Management Act of 2022 This bill directs the President to establish an interagency committee on global catastrophic risk and addresses related issues. The President, with support from the committee, shall supplement each Federal Interagency Operational Plan to include a strategy to ensure the health, safety, and general welfare of the civilian population affected by catastrophic incidents. The Department of Homeland Security shall lead an exercise as part of the national exercise program to test and enhance the operationalization of the strategy.
The CISA Technical Corrections and Improvements Act of 2021 makes technical corrections to the Homeland Security Act of 2002 to improve the organization and clarity of cybersecurity provisions. It redesignates sections related to the Cybersecurity and Infrastructure Security Agency (CISA) and consolidates key cybersecurity definitions into a new section 2200. The bill updates references to these sections throughout the law to ensure consistency in the Homeland Security Act. This technical corrections bill directly affects CISA's operational framework and related cybersecurity policies without making substantive policy changes.
Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2021 This bill directs the U.S. Postal Service (USPS) to sell each copy of the Multinational Species Conservation Fund Semipostal Stamp and notify Congress when all copies have been sold. If the USPS destroys one or more such stamps before this bill's enactment, it shall print and sell the same number of such stamps.
Truck Parking Safety Improvement Act This bill authorizes appropriations through FY2026 to the Department of Transportation (DOT) to provide parking for commercial motor vehicles on the federal-aid highway system. DOT must provide competitive grants to states, metropolitan planning organizations, local governments, and tribal governments for projects that improve the safety of commercial motor vehicle operators and provide parking for commercial motor vehicles on federal-aid highways or on a facility with reasonable access to such a highway or a freight facility. The federal share for a project carried out in accordance with the bill shall be up to 100%.
Medicaid and CHIP Access to Prescription Digital Therapeutics Act This bill requires the Centers for Medicare & Medicaid Services to issue guidance for states on coverage of prescription digital therapeutics (i.e., software applications that are used to prevent, manage, or treat medical conditions) under Medicaid and the Children's Health Insurance Program (CHIP).
National Climate Adaptation and Resilience Strategy Act of 2022 This bill requires the President to identify or appoint a Chief Resilience Officer that must (1) direct a government-wide effort to build resilience to climate change vulnerabilities in the United States in collaboration with existing federal initiatives and interagency adaptation efforts, and (2) create working groups. The officer and the working groups must jointly submit to the President and Congress a strategy for the government to address such vulnerabilities in partnership with nonfederal partners, a plan to implement the strategy, and updates by specified deadlines.
STEP Improvement Act of 202 2 This bill reauthorizes through FY2026 the Small Business Administration's (SBA) State Trade Expansion Program, which provides foreign trade assistance to small businesses, and it revises provisions related to the administration of the program. Specifically, the SBA must establish a time frame for, and provide certain information related to, the application process, and it must conduct an annual survey to solicit feedback on the program. The SBA must collect data on certain performance metrics such as the (1) total number of small businesses assisted by the program, (2) total dollar amount of export sales by participating small businesses, and (3) number of small businesses that have created new jobs through their participation in the program. The bill also requires applicants for participation to include a budget plan that outlines their intended use of funds awarded under the program.
