SB 139: Creates the Program to Develop Leadership Skills for Public School Pupils. (BDR 34-283)

AN ACT relating to education; creating the Program to Develop Leadership Skills for Public School Pupils; creating the Account for Leadership Skills in the State General Fund to provide grants of money on a competitive basis to schools to participate in the Program; requiring schools participating in the Program to make certain reports; requiring the State Board of Education to adopt regulations to carry out the Program; requiring the State Board and the Department of Education to post certain information relating to the Program on their respective Internet websites; requiring the Department to report on the effectiveness of the Program; making an appropriation; and providing other matters properly relating thereto.

AN ACT relating to health care; requiring certain entities that provide behavioral health services to obtain a license; requiring certain persons employed by or affiliated with such entities to undergo a background check; prohibiting such an entity from being operated by or employing a person who has been convicted of certain crimes; making changes relating to the enforcement of provisions relating to Medicaid fraud; requiring each person who wishes to participate in the State Plan for Medicaid as a provider of services to undergo a background check; providing penalties; and providing other matters properly relating thereto.
