Sustainable Skies Act This bill allows a business-related tax credit through 2031 for each gallon of sustainable aviation fuel used by a taxpayer in the production of a qualified mixture (i.e., a mixture of sustainable aviation fuel and kerosene that is sold for use in certain U.S. aircraft). The bill generally defines sustainable aviation fuel as liquid fuel that consists of synthesized hydrocarbons, meets certain recognized international standards, is derived from biomass, waste streams, renewable energy sources, or gaseous carbon oxides, is not derived from palm fatty acid distillates, and achieves at least a 50% life cycle greenhouse gas emissions reduction in comparison with petroleum-based jet fuel. To be eligible for such credit, a taxpayer must meet certification requirements showing that the sustainable aviation fuel conforms with one of the life cycle greenhouse gas emissions reduction tests set forth in this bill.
Shark Fin Sales Elimination Act of 20 21 This bill addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce. The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The Department of Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program.
Michael Lecik Military Firefighters Protection Act This bill establishes a presumption of service-connection for specified diseases becoming manifest in certain veterans to a degree of disability of 10% or more within 15 years of the veteran's separation from active military, naval, or air service. Under a presumption of service-connection, specific diseases or disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Puerto Rico Self-Determination Act of 2021 This bill establishes a process for the people of Puerto Rico to vote on the political status (e.g., statehood) of the territory. Congress may ratify the decision through a joint resolution. The bill declares that the legislature of Puerto Rico has the authority to call a status convention regarding the political status of the territory. The bill provides for public financing of delegate elections to the status convention and establishes a Congressional Bilateral Negotiating Commission to provide advice and consultation to delegates of the status convention. The status convention must provide self-determination options for a referendum of the people of Puerto Rico. Ranked-choice voting is a permitted format for the referendum. Delegates shall carry out an educational campaign through traditional paid media related to the referendum. The bill provides for congressional consideration of a joint resolution to ratify the self-determination option selected through the referendum.
This resolution designates June 19, 2021, as Juneteenth Independence Day to commemorate the end of slavery in the United States.

Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also provides for additional grants to certified community behavioral health clinics.
Telemental Health Care Access Act of 2021 This bill eliminates certain restrictions relating to Medicare coverage of mental health services that are provided through telehealth. Current law allows for coverage of such services regardless of the geographic location of the originating site (i.e., the location of the beneficiary) after the end of the COVID-19 public health emergency, as long as the beneficiary previously received in-person services and continues to receive in-person services at specified intervals. The bill eliminates these in-person requirements.
Critical Mineral Access Act This bill authorizes the U.S. International Development Finance Corporation to provide support to high-income economy countries for developing and processing specified critical materials if such support furthers U.S. national security interests. Critical materials include, for example, rare earth elements, aluminum, and uranium. A high-income economy country is one with a per capita gross national income (GNI) that exceeds $12,695 for 2021. Current law limits the corporation's activities to facilitating the economic development of countries with a per capita GNI below that amount.
Every Vote Counts Act This bill requires states to take certain actions to facilitate absentee voting for federal elections. First, the bill requires each state to establish an absentee ballot tracking program to track and confirm receipt of absentee ballots for federal elections. The Election Assistance Commission must make payments to states for establishing these programs. Next, the bill requires each state to provide in each county secured drop boxes at which individuals may drop off their completed absentee ballots for federal elections. These drop boxes must be (1) available beginning 45 days before the election; (2) accessible to individuals with disabilities and individuals with limited proficiency in the English language; (3) accessible by public transit; (4) available during all hours of the day; and (5) located in all communities within the county, including rural communities and on tribal lands. States must also post the requirements for absentee ballots to be counted and tabulated in the election. Further, the bill outlines additional requirements that a state must meet in determining the number and location of drop boxes. The bill also requires the National Institute of Standards and Technology to develop alternatives to signature matching for verifying the identity of an individual who is voting by absentee ballot.

Additionally, it establishes requirements and incentives to address seedling shortages and support nurseries. Finally, the bill provides market incentives to research or develop other carbon sequestration tools relating to biochar, sustainable building practices, biochemical and bioplastic products, and biomass energy.
