Puppies Assisting Wounded Servicemembers Act of 2021 or the PAWS Act of 2021 This bill requires the Department of Veterans Affairs (VA) to implement a grant program for the purpose of pairing service dogs with eligible veterans. Organizations that receive grants shall provide veterinary health insurance coverage, hardware, and travel expenses for each service dog and veteran participating in the program. Eligible veterans are those who (1) are enrolled in the VA health care system, (2) have been evaluated and treated for post-traumatic stress disorder (PTSD) but remain diagnosed with PTSD, (3) may benefit from a service dog, and (4) agree to successfully complete training provided by an eligible organization. Veterans are required to see a VA health care provider at least once every 180 days to determine whether the veteran continues to benefit from a service dog. Eligible organizations are nonprofit organizations that are accredited by a widely recognized accreditation organization, meet publicly available standards set forth by the Association of Service Dog Providers for Military Veterans, have expertise in the needs of veterans with PTSD, agree to cover all costs in excess of the grant amount to guarantee the benefits of the program, agree to reaccept or replace a service dog provided to a veteran, and submit an application to the VA. Any improvement in PTSD symptoms as a result of the provision of a service dog shall not affect the veteran's eligibility for any other VA benefits. The Government Accountability Office must report on the grant program.
Cultivating Opportunity and Recovery from the Pandemic through Service Act or the CORPS Act This bill makes several changes to AmeriCorps programs during the COVID-19 health emergency. Specifically, the bill: increases living allowance payments to program participants; increases educational awards for program participants; relaxes program requirements, including reducing the age requirement for AmeriCorps Seniors to 45 and older; creates a pilot program to allow state commissions to directly place individuals in approved AmeriCorps programs; and allows for targeted AmeriCorps grants to fund recovery projects in communities disproportionately affected by COVID-19. The bill also excludes AmeriCorps living allowance payments and educational awards from taxable income for program participants.

Telemental Health Care Access Act of 2021 This bill eliminates certain restrictions relating to Medicare coverage of mental health services that are provided through telehealth. Current law allows for coverage of such services regardless of the geographic location of the originating site (i.e., the location of the beneficiary) after the end of the COVID-19 public health emergency, as long as the beneficiary previously received in-person services and continues to receive in-person services at specified intervals. The bill eliminates these in-person requirements.
This bill establishes postemployment lobbying restrictions on former presidential appointees who represent, aid, or advise certain Chinese entities, including Chinese government entities, the Chinese Communist Party, and Chinese military companies.
Education Savings Accounts for Military Families Act of 2021 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.

Trade Preferences and American Manufacturing Competitiveness Act of 2021 This bill reauthorizes and revises specified U.S. trade programs and provisions. Specifically, the bill extends through January 1, 2027, the Generalized System of Preferences (GSP), which provides duty-free treatment to products imported from designated beneficiary countries. The bill makes various changes to the GSP, including by (1) adding human rights, environmental, and other criteria for designation as a beneficiary developing country; (2) requiring an assessment of how the GSP supports worker and gender rights; and (3) requiring a study on rules of origin and GSP utilization rates. Additionally, the bill provides through December 31, 2023, and retroactively applies to 120 days before this bill's enactment, temporary duty suspensions or reductions to eligible imported products. This authorization is commonly known as the Miscellaneous Tariff Bill (MTB). The last version of the MTB was enacted in September 2018 and the temporary treatment for those products listed in the MTB expired on December 31, 2020. The bill also extends the American Manufacturing Competitiveness Act of 2016 for two future MTB cycles (one in 2022 and one in 2025). This extension allows the U.S. International Trade Commission to conduct the MTB petition, review, and recommendation process for those additional cycles. The bill extends customs user fees through June 21, 2031.
Vote Outcome Transparency in Elections Act or the VOTE Act This bill establishes certain requirements for counting ballots in federal elections. Specifically, the bill requires the appropriate state or local election official, within one hour after the closure of a polling place on election day, to submit a report to the chief state election official. The bill also requires each state and local jurisdiction to ensure that voted ballots delivered by postal mail are postmarked, signed, or otherwise indicated as delivered by the U.S. Postal Service.

Specifically, USDA must issue within a specified time line final rules for implementing recommendations approved (1) by the board between December 31, 2000, and the date of the bill's enactment; and (2) with at least two-thirds of the votes cast at a meeting where a quorum was present. If USDA determines issuing rules for such recommendations is not practicable, it must identify and report to Congress about the specific constraints that preclude rulemaking. In addition, the bill sets out a process and time line for USDA to implement through rulemaking future recommendations of the board that are approved by at least two-thirds of the votes cast at a meeting where a quorum was present. The bill also requires state officials or entities that certify organic farms or handling operations to report annually concerning the implementation of and compliance with any new rule or guidance.
