Producing Responsible Energy and Conservation Incentives and Solutions for the Environment Act or the PRECISE Act This bill incorporates support for precision agriculture into various programs of the Department of Agriculture (USDA). Precision agriculture refers to an information- and technology-based management system used to identify, analyze, and manage variability in agricultural production for optimum profitability, sustainability, and environmental protection. Specifically, the bill makes changes to eligibility criteria, administrative procedures, and other aspects of the Conservation Loan Program, the Environmental Quality Incentives Program, and the Conservation Stewardship Program. These changes include allowing the programs to support the adoption of precision agriculture practices and acquisition of precision agriculture technologies. In addition, the bill expands a program through which USDA makes and insures loans to for-profit and nonprofit organizations that invest in rural areas by allowing the loans to be used for precision agriculture practices. The bill also requires USDA to emphasize the use of third-party providers with respect to technical assistance on matters related to soil health for participants in certain USDA conservation programs.
This resolution recognizes 100 years of continuous diplomatic relations between the United States and Estonia, Latvia, and Lithuania (the Baltic States). The resolution also commits to providing continued support for the Baltic States through economic and security cooperation, including through the Baltic Security Initiative.
Support Ukraine Through Our Tax Code Act This bill denies the foreign tax credit and the tax deduction for income, war profits, and excess profits taxes paid to Russia and Belarus. The bill also denies certain other tax benefits in connection with the invasion of Ukraine, including any tax treaty benefits and exemptions from withholding requirements. The bill suspends tax information exchanges for Russia and Belarus under a tax treaty or an intergovernmental agreement during the period of the Ukraine invasion.
Freight Rail Assistance and Investment to Launch Coronavirus-Era Activity and Recovery Act of 2022 or the Freight RAILCAR Act of 2022 This bill provides a new tax credit through 2024 for 10% of freight railcar fleet modernization expenses (i.e., railcar replacement and modernization expenses for meeting fuel efficiency and performance standards). The bill provides that no more than 2,000 freight railcars per taxpayer may be taken into account for purposes of determining the credit in a taxable year. The Department of the Treasury must report to Congress on the credit to provide information on the number of times the credit was claimed and the number of railcars scrapped or built as a result of the credit.
Prohibition of Agricultural Land for the People's Republic of China Act This bill requires the President to prohibit nonresident aliens, foreign businesses, and agents associated with China's government from (1) purchasing agricultural (including ranching) real estate located in the United States, or (2) participating in Department of Agriculture programs that are unrelated to food and safety regulatory requirements.
Strengthen Taiwan's Security Act of 2022 This bill requires the Department of Defense (DOD) to develop, with close consultation with Taiwan's Ministry of Defense, a plan for the United States to use existing authorities to expedite military assistance to Taiwan as necessary for Taiwan to defend itself against certain military actions, such as an amphibious assault, a missile attack, or a blockade. The bill also requires DOD to report annually on the ability of the United States to support Taiwan's defense capabilities.
No WHO Pandemic Preparedness Treaty Without Senate Approval Act This bill establishes that any convention or agreement on pandemic-related issues reached by the World Health Assembly (WHA) pursuant to a specified negotiating body shall be deemed to be a treaty requiring the advice and consent of the Senate. Specifically, this bill applies to any international instrument negotiated by the intergovernmental negotiating body established by the WHA in December 2021 to strengthen pandemic prevention, preparedness, and response.
TSA Security Threat Assessment Application Modernization Act This bill requires the Transportation Security Administration (TSA) to standardize the enrollment and renewal system for individuals applying for or renewing multiple TSA Security Threat Assessment programs, including the Transportation Worker Identification Credential, Hazardous Materials Endorsement, and TSA PreCheck programs. The standardization shall permit an individual to (1) enroll at a TSA-designated universal enrollment center once and use the application for one of such programs to enroll in two or more of such programs,with specified exceptions for those applying for or renewing enrollment in more than one program at different times; (2) apply successful, valid clearance results from a TSA Security Threat Assessment to satisfy vetting requirements for participation in any related program without additional cost; and (3) undergo a streamlined and expeditious renewal process. Additionally, the TSA must publish on its website information relating to the standardization of the enrollment system.
Connecting Rural Telehealth to the Future Act This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill extends through 2024 certain flexibilities that were initially authorized during the public health emergency relating to COVID-19. Among other things, the bill allows (1) rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner), (2) the home of a beneficiary to serve as the originating site (i.e., the location of the beneficiary) for all services (rather than for only certain services), and (3) other types of practitioners to furnish telehealth services.
Emergency Infant Formula Act This bill addresses the shortage of infant formula in the United States, including by authorizing the President to take certain actions to expedite the importation of such formula. Specifically, the bill authorizes the President to declare through an executive order that a shortage of infant formula exists in the United States. Additionally, the President may authorize the importation, distribution, and sale of any covered infant formula if the applicable brand, manufacturer, manufacturing plant, or the specific infant formula product is included in the executive order. Covered infant formula generally refers to any infant formula that is lawfully marketed in the European Union, Canada, Japan, the United Kingdom, or any country the President determines has sufficient health and safety standards with respect to infant formula. The bill exempts imported infant formula from U.S. labeling requirements. The Food and Drug Administration (FDA) must require retailers of imported infant formula to place a label on the product indicating it has not been approved by the FDA. The bill also authorizes the President to reduce or suspend any duties on the importation of covered infant formula or articles used in the production of infant formula. U.S. Customs and Border Protection must give the highest priority and take steps as necessary to expedite the processing of all entries of covered infant formula and articles used in the production of infant formula.
The Kidney Health Connect Act of 2022 allows Medicare to cover telehealth visits for kidney disease patients at renal dialysis facilities, removing previous geographic restrictions. It specifically eliminates the requirement that patients must have a face-to-face visit with a doctor during the same month to receive telehealth services at these facilities. This change directly affects Medicare beneficiaries receiving dialysis treatment, making it easier for them to access remote care from their regular dialysis centers. The bill modifies Medicare rules to treat dialysis facilities as valid telehealth originating sites without location limitations.
Virginia Graeme Baker Pool and Spa Safety Reauthorization Act of 2022 This bill reauthorizes through FY2027 and expands swimming pool safety grants and education and awareness programs.
