HR 3835: PRIME Act

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill expands the exemption of custom slaughtering of animals from federal inspection requirements. Under current law, the exemption applies if the meat is slaughtered for personal, household, guest, and employee uses. The bill expands the exemption to include meat that is slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

S 2346: Stop CRT Act

Stop CRT Act This bill grants Executive Order 13950 the force and effect of law, except with respect to elementary schools, secondary schools, or institutions of higher education. That order prohibits federal agencies and contractors from advancing specified policies or training related to race or sex. The bill further prohibits the allocation of federal funds to an elementary school, secondary school, or institution of higher education that compels teachers or students to affirm certain race-based theories.

S 2338: Preserving Political Speech Online Act

Preserving Political Speech Online Act This bill addresses issues related to online political advertising. First, the bill directs the Federal Trade Commission (FTC) to initiate a rulemaking proceeding to require any online platform (e.g., a social network or search engine) or third-party advertiser that displays, hosts, or allows the advertisement of a legally qualified candidate for federal office to follow specific rules in advertising. These rules include affording equal advertisement opportunities to candidates and charging comparable rates to each candidate. An online platform or third-party advertiser may not censor these advertisements. In addition, the bill requires online platforms to maintain and make publicly available a complete record of any purchase of political advertising within 24 hours of the purchase. The FTC must enforce these requirements related to advertising and treat any violation as an unfair or deceptive act or practice. Next, the bill requires the Federal Communications Commission to initiate a rulemaking to apply certain existing laws related to political advertising to all licensees that engage in political advertising. The bill also establishes an exception to the immunity of a provider of an interactive computer service from liability for screening and blocking offensive content on its platform. The bill removes this immunity from a provider that blocks, censors, or screens material on the grounds of race, color, religion, sex, national origin, or political affiliation or speech. The bill includes an exception for services that are dedicated to a specific set of issues, policies, beliefs, or viewpoints.

No Land Grab Act of 2021 This bill prohibits from having the force and effect of law a provision of Executive Order 14008 (86 Fed. Reg. 7619), titled Tackling the Climate Crisis at Home and Abroad , that requires the Department of the Interior to recommend steps to achieve the goal of conserving at least 30% of U.S. lands and waters by 2030.

HR 1851: St. Mary's Reinvestment Act

St. Mary's Reinvestment Act This bill authorizes the Bureau of Reclamation to use funds through FY2032 to rehabilitate the St. Mary Diversion Dam and Canal Headworks, which are part of the Milk River Project in Montana. In addition, the bill requires Reclamation to (1) coordinate with the Blackfeet Tribe with respect to the replacement activities that are carried out for the rehabilitation, (2) study the ability of project beneficiaries (i.e., water users) to pay for the costs of the rehabilitation, and (3) establish repayment terms based on the study. Finally, the bill requires the federal cost share to be at least 26.04%.

END CRT Act This bill prohibits executive agencies from acting in contravention of certain provisions of Executive Order 13950, which prohibits programming that contains certain concepts relating to race and sex. It also prohibits federal agencies and recipients of federal funds from advancing certain ideas, such as that one race is inherently superior or inferior to another race.

S 2286: Western Water, Jobs, and Infrastructure Act

Western Water, Jobs, and Infrastructure Act This bill provides funding to carry out rural water projects, Indian water rights settlement agreements, and projects related to the Milk River Project in Montana. First, the bill establishes and provides funds through FY2026 for the Reclamation Rural Water Project Construction Fund, from which the Bureau of Reclamation must complete construction of authorized rural water projects. Next, the bill establishes and provides funds through October 1, 2025, for the Indian Water Rights Settlement Completion Fund, from which the Department of the Interior must implement any Indian water rights settlement agreements approved by Congress. In addition, the bill provides FY2022 funding for Reclamation to carry out projects to rehabilitate the Milk River Project, including projects to rehabilitate or replace infrastructure.
