S 3867: Digital Asset Sanctions Compliance Enhancement Act of 2022

Digital Asset Sanctions Compliance Enhancement Act of 2022 This bill allows additional sanctions against Russia and creates specified reporting requirements regarding digital assets. Specifically, the President must periodically identify foreign persons who facilitate evasion of Russian sanctions using digital assets. The bill authorizes sanctions against such persons. The bill requires a U.S. taxpayer engaged in offshore digital asset transactions greater than $10,000 to file an annual Report of Foreign Bank and Financial Accounts with the Financial Crimes Enforcement Network. The bill allows the Department of the Treasury to prohibit U.S. digital asset trading platforms and transaction facilitators from transacting with Russian digital asset addresses. Additionally, Treasury must report on its progress in implementing the bill and must annually identify foreign digital asset trading platforms that are a high risk for sanctions evasion, money laundering, and other illicit activities.

S 4830: A bill to reaffirm actions taken by the Secretary of the Interior for the benefit of Indian Tribes, and for other purposes.

This bill authorizes the Department of the Interior to take land into trust for all federally recognized Indian tribes. Specifically, the bill applies the Indian Reorganization Act to all federally recognized Indian tribes, regardless of when a tribe became recognized. The amendments made by this bill are retroactively effective as if included in the Indian Reorganization Act. This effectively overrules the Supreme Court's decision in Carcieri v. Salazar, which held that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the Indian Reorganization Act was enacted in 1934.

S 1116: Federal Firefighters Fairness Act of 2022

Federal Firefighters Fairness Act of 2022 This bill provides federal workers' compensation to firefighters who contract certain illnesses as a result of their service. Specifically, the bill provides that heart disease, lung disease, and specified cancers of federal employees employed in fire protection activities for at least 5 years are presumed to be proximately caused by such employment if the employee is diagnosed with the disease within 10 years of employment. The Department of Labor must periodically review the bill's listed diseases and conditions and make appropriate additions. An employee in fire protection activities is a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker, who (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; and (4) performs such activities as a primary responsibility. Additionally, the Department of Interior and the Department of Agriculture must jointly study the long-term health effects experienced by federal wildland firefighters who are eligible for workers' compensation. The bill also requires Labor to revise regulations so as to allow at least 60 days (rather than at least 30 days) for a claimant to submit any additional evidence that is requested by the Office of Workers' Compensation Programs to support a federal workers' compensation claim.
