HR 3792: STRONG Support for Children Act of 2021

Services and Trauma-informed Research of Outcomes in Neighborhoods Grants for Support for Children Act of 2021 or the STRONG Support for Children Act of 2021 This bill establishes two grant programs for governmental health departments to prevent and mitigate childhood trauma and adverse childhood experiences. For the first program, the Department of Health and Human Services (HHS) must award grants to health departments to use data analysis methods to identify interventions to prevent and mitigate childhood trauma. Grant activities include using data analysis to identify geographic areas with a high prevalence of adverse childhood experiences and to implement strategies to improve outcomes for infants, children, and adolescents. For the second program, HHS must award grants to local or tribal governments to establish or expand early childhood trauma-informed care coordination services, including by instituting risk and needs assessments to respond to adverse childhood experiences. For both grants, the bill prohibits the use of funds for certain purposes, such as using the data analysis methods to inform individual case decisions, including child removals, or increasing the presence of law enforcement. In addition, HHS must evaluate and report on these programs and make findings and recommendations publicly available on its website.

HR 3778: Nullifying Opportunities for Variants to Infect and Decimate Act

Nullifying Opportunities for Variants to Infect and Decimate Act or the NOVID Act This bill establishes the Pandemic Preparedness and Response Program to coordinate and carry out the U.S. government's global health response to COVID-19, its variants, and other pathogens with pandemic potential. As part of the program, the bill requires, within 30 days, the development of a comprehensive strategy to end the COVID-19 pandemic. The strategy must outline efforts to increase COVID-19 vaccinations worldwide, including through the immediate release of the COVID-19 vaccine doses that the United States committed to sending abroad. The bill also requires a long-term strategy for the program to prevent future pandemics.

HR 3783: Medical Nutrition Equity Act of 2021

Medical Nutrition Equity Act of 2021 This bill expands coverage under Medicare, Medicaid, other specified federal health care programs, and private health insurance to include foods, vitamins, and individual amino acids that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

HR 3753: Parity Implementation Assistance Act

Parity Implementation Assistance Act This bill provides grants to assist states with the implementation of the federal mental health parity requirements. States receiving the grants must request and review from private health insurance plans their required comparative analysis of nonquantitative treatment limitations (NQTLs) with respect to mental health or substance use disorder benefits. (NQTLs are limitations on the scope or duration of benefits for treatment, such as preauthorization requirements.)

HR 2642: Cahokia Mounds Mississippian Culture National Historical Park Act

Cahokia Mounds Mississippian Culture National Historical Park Act This bill provides for the establishment of the Cahokia Mounds Mississippian Culture National Historical Park in Collinsville, Illinois; Monroe, Madison, and St. Clair Counties, Illinois; and St. Louis City County, Missouri, as a unit of the National Park System. The Department of the Interior may acquire lands and interests within the boundary of the park by donation, purchase, or exchange, except that land owned by such states or their political subdivisions may only be acquired by donation. Interior may enter into cooperative agreements with such states and their political subdivisions, colleges and universities, nonprofit organizations, Indian tribes, and individuals to (1) mark, interpret, and restore nationally significant historic or cultural and natural resources related to the life of the Mississippi culture within the park, if the agreement provides for reasonable public access; and (2) conduct research related to Mississippi culture.

HJRES 50: Recognizing that Article I, Section 10 of the United States Constitution explicitly reserves to the States the sovereign power to repel an invasion and defend their citizenry from the overwhelming and "imminent danger" posed by paramilitary, narco-terrorist cartels who have seized control of our southern border.

This joint resolution recognizes and affirms the sovereign and unilateral authority of states to defend themselves against invasion.

S 1972: Health Care Fairness for Military Families Act of 2021

Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.

S 1971: Chronic Kidney Disease Improvement in Research and Treatment Act of 2021

Chronic Kidney Disease Improvement in Research and Treatment Act of 2021 This bill modifies provisions relating to Medicare coverage of treatments for chronic kidney disease. Specifically, the bill expands the Medicare annual wellness visit to include chronic kidney disease screening and allows certain Medicare beneficiaries who have End Stage Renal Disease to enroll in Medicare supplemental policies. It also (1) provides for alternative payment methodologies for certain new drugs, biologics, and devices that are renal dialysis services; (2) revises quality measures; (3) establishes an incentive payment methodology; and (4) increases access to kidney disease education services.

S 312: COVID–19 Safer Detention Act of 2021

COVID-19 Safer Detention Act of 2021 This bill expands statutory authority for federal prisoners to be released before completing their sentences or to be placed in the community to serve the final portion of their sentences. First, the bill makes changes to the early release pilot program which authorizes the Bureau of Prisons to release early and place on home confinement elderly offenders and terminally ill offenders who meet eligibility criteria. This bill expands eligibility to offenders serving time for an offense under the laws of the District of Columbia, reduces the amount of time an offender must serve by the good time credits earned by the offender, and creates a judicial review process for prisoners. Second, the bill modifies the compassionate release process which authorizes federal courts to reduce a prisoner's sentence and impose a term of probation or supervised released in certain circumstances. This bill expands eligibility to prisoners sentenced before November 1, 1987; and specifies that vulnerability to COVID-19 is a basis for compassionate release. Regarding the judicial review of these release authorities, the bill also (1) authorizes federal courts to appoint counsel to assist defendants, (2) applies statutory rights for crime victims to these proceedings, and (3) shortens the waiting period during the COVID-19 pandemic. Additionally, the bill requires the Government Accountability Office to study postrelease, probation, and pretrial services, including recent changes. Finally, the bill directs the Administrative Office of the U.S. Courts to request resources to address staffing needs in each judicial district, including resources that may be necessary as a result of this bill.

HR 3796: ELITE Vehicles Act

Eliminate Lavish Incentives To Electric Vehicles Act or the ELITE Vehicles Act This bill terminates the tax credit for new qualified plug-in electric drive motor vehicles 30 days after this bill's enactment date. The credit is permanently repealed for taxable years beginning 1 year and 30 days after enactment.

HR 2519: Keep It in the Ground Act of 2021

Keep It in the Ground Act of 2021 This bill eliminates new fossil fuel production projects on federal public land and waters. Specifically, it prohibits the Bureau of Ocean Energy Management (BOEM) from issuing, renewing, reinstating, or extending any nonproducing lease, or issuing any authorization for the exploration or production of fossil fuel on the Outer Continental Shelf. BOEM must also cancel any lease issued in the Beaufort Sea, Cook Inlet, or Chukchi Sea (three of the five bodies of water that encompass the Alaska Outer Continental Shelf). Further, the Bureau of Land Management (BLM) may not issue, renew, reinstate, or extend any nonproducing lease for the exploration or production of any onshore fossil fuels on land subject to the Mineral Leasing Act. The bill provides for exceptions if there is an imminent national security threat that would be significantly reduced by granting an exception. In addition, BOEM and the BLM may allow a nonproducing lease to be renewed or extended if (1) the lease contract was signed before enactment of this bill, and (2) it is determined that giving effect to any provision of this bill is likely to lead to a judicial ruling that there was a material breach of the nonproducing lease contract.

HRES 457: Expressing that the United States must establish electricity as a basic human right and public good, and eradicate the reliance on monopolized, profit-driven utility corporations and providers and the flawed regulatory regime that has failed to regulate these utilities in the public interest.

This resolution expresses the sense of the House of Representatives that the United States must establish (1) electricity as a basic human right; and (2) a publicly- and community-owned power system that is just, equitable, antiracist, and resilient to climate changes and disasters.
