HR 6507: DHS Grants Accountability Act

HR 6507, the DHS Grants Accountability Act, requires the Department of Homeland Security to set specific timelines for distributing security grants. It mandates that grant notices be published publicly at least 60 days after appropriations are enacted, gives applicants a minimum of 30 days to submit applications, and requires grant funds to remain available for use for at least 54 months. This bill directly affects state and local governments, transit agencies, port authorities, and other entities receiving DHS preparedness, transit, port security, and railroad safety grants. HR 7296: SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

HR 7281: Justice for Shireen Act

HR 7281, the Justice for Shireen Act, requires the FBI and State Department to submit a public report within 30 days of enactment. The report must identify those responsible for journalist Shireen Abu Akleh’s death, detail any U.S. defense materials, funds, or services involved, and include relevant unredacted documents. It mandates the report be unclassified and published online simultaneously for public access. This bill directly affects federal agencies by imposing specific reporting obligations, with no direct impact on citizens or changes to existing laws. The focus is solely on documenting the circumstances of Abu Akleh’s death through a mandated government review.

S 3712: BO’s Act

S 3712, the "BO's Act," requires the U.S. Department of Health and Human Services to study home cardiorespiratory monitors used for infants, particularly high-risk babies, to assess their effectiveness in preventing sudden unexpected infant death. The bill mandates a report to Congress within one year of enactment, detailing monitor accuracy, new home sleep care models, insurance coverage criteria, and recommendations on whether these devices should be covered by public or private health plans. This legislation directly affects infants (especially high-risk cases), healthcare providers, and insurance companies by initiating a federal review of current practices. The bill does not create new laws or funding but establishes a data-gathering process to inform future policy decisions about infant monitoring devices.

S 3713: No Climate Treaties Act of 2026

This bill requires the U.S. Senate to provide advice and consent for any international climate agreement that involves legally binding domestic emissions reductions (like the Paris Agreement), treating such agreements as treaties under the Constitution. It directly affects the executive branch and federal agencies by blocking the use of federal funds to implement or comply with these agreements unless Senate approval is first obtained. The key mechanism is changing the process for entering climate agreements from executive action to a formal treaty ratification process. This would prevent the U.S. government from joining or rejoining international climate deals without Senate confirmation. The bill does not alter the content of climate agreements but changes how they are approved and funded.

SRES 587: A resolution designating the week of January 25 through January 31, 2026, as "National School Choice Week".

This resolution designates the week of January 25-31, 2026, as "National School Choice Week" to recognize educational options for K-12 students. It encourages parents to learn about school choices and urges the public to host events raising awareness about diverse education environments, including public schools, charter schools, private schools, and homeschooling. The resolution has no policy or funding impact - it is a ceremonial designation acknowledging existing annual events celebrating educational choice.

S 3697: SAVE Moms and Babies Act of 2026

The SAVE Moms and Babies Act of 2026 prohibits the FDA from approving new abortion drugs or granting investigational exemptions for them. It requires existing approved abortion drugs to be dispensed only in-person by certified healthcare providers in clinics or hospitals (not pharmacies), mandates providers to verify pregnancy duration and handle complications, and enforces strict adverse event reporting to the FDA. The bill directly affects healthcare providers prescribing abortion drugs, patients seeking these medications, and the FDA’s regulatory authority over such drugs. Key provisions include banning use after 70 days gestation, requiring provider certification for specific medical capabilities, and mandating documentation of risks to patients.

HR 7247: Prison Libraries Act of 2026

The Prison Libraries Act of 2026 establishes a federal grant program to fund library services in state and territorial correctional facilities, directly benefiting incarcerated individuals. It requires grantees (states/territories) to submit plans demonstrating need, including demographic data on prison populations, and prohibits using funds for non-library purposes like food or facility maintenance. Grant funds must support library services such as digital access, educational programming (including job training and post-secondary curriculum), literacy initiatives, and partnerships with public libraries. The program authorizes $10 million annually from 2026-2031, prioritizes measurable outcomes like increased literacy and post-release employment opportunities, and mandates free access to all library resources for incarcerated people.

HR 6945: Supporting Pregnant and Parenting Women and Families Act

HR 6945 clarifies that states may use federal grants under Section 403 of the Social Security Act to support pregnancy centers meeting specific criteria. These centers must promote protecting both mother and unborn child life while providing services like counseling, pregnancy testing, and material support (e.g., diapers, baby clothes). The bill explicitly prohibits interpreting existing law as barring such funding for eligible centers. It does not create new funding but defines which pregnancy resource organizations qualify for existing grants.

HR 7235: Protecting Motherhood Act

HR 7235, the "Protecting Motherhood Act," requires all federal agencies to stop using the term "birthing person" in official documents and instead use specific terms like "female," "mother," "pregnant woman," or "woman." It directly affects federal agencies that produce regulations, forms, or communications, mandating the use of these defined terms when referring to individuals based on biological sex. The bill provides detailed definitions for terms like "female" (based on biological sex at conception) and "pregnant woman" (an adult human female carrying a child). The law takes effect 30 days after enactment. This is a procedural change focused solely on terminology in government documents, with no direct impact on healthcare access or services.

HCONRES 68: To direct the removal of United States Armed Forces from Venezuela that have not been authorized by Congress.

HCONRES 68 would require the President to remove U.S. military forces from Venezuela unless Congress has explicitly authorized their use through a declaration of war or a specific law. This applies to any U.S. Armed Forces currently stationed in Venezuela without such authorization. The resolution is based on the War Powers Resolution, which mandates congressional oversight of military deployments. It directs the immediate withdrawal of unapproved forces without adding new time limits or conditions.
