HR 1494: Zero Tolerance for Domestic Abusers Act

Zero Tolerance for Domestic Abusers Act This bill establishes new federal firearms restrictions for individuals who are convicted of misdemeanor stalking offenses. The bill expands the categories of persons who are prohibited from receiving, possessing, shipping, or transporting a firearm or ammunition. Specifically, it adds a new category of prohibited persons: persons convicted of a misdemeanor crime of stalking. The term misdemeanor crime of stalking means a misdemeanor stalking offense under federal, state, tribal, or municipal law and a course of harassment, intimidation, or surveillance of another person that (1) places such person in reasonable fear of harm to themselves, an immediate family member, a household member, or a spouse or intimate partner (including a current or former dating partner); or (2) causes emotional distress to such person. The bill also specifically prohibits dating partners who are convicted of a misdemeanor crime of domestic violence or who are subject to certain restraining orders from receiving, possessing, shipping, or transporting a firearm or ammunition. Currently, such restrictions generally only apply to spouses, co-parents, and cohabitants.

HR 3276: Prioritizing Information for Investors Act

Prioritizing Information for Investors Act This bill eliminates specified disclosure requirements for publicly traded companies. Specifically, these companies are no longer required to publicly disclose the ratio of median annual employee compensation to the annual compensation of the chief executive officer. In addition, these companies are not required to report on the use of conflict minerals originating from the Democratic Republic of the Congo. (Conflict minerals directly or indirectly finance or benefit armed groups in specified areas.) Finally, the bill eliminates the requirement that companies that extract resources must annually report on payments made by the company to a foreign government or the federal government for the purpose of the commercial development of oil, natural gas, or minerals.

HR 3288: Filer Voter Act

Tax Filer Voter Registration Act or the Filer Voter Act This bill treats certain tax return preparers as voter registration agencies. Specifically, the bill requires tax return preparers who prepare at least 100 individual tax returns in a taxable year to provide voter registration application forms to their customers. The form must be made available by (1) displaying copies of the form in the preparer's office for customers who receive in-person services, and (2) providing a hyperlink to the form for customers who receive online services. The bill also outlines the responsibilities of the Department of the Treasury to enable certified volunteer tax preparers to meet the requirements of the bill.

HR 3275: PUMP Act of 2021

Pausing Unrelenting Markups on Petroleum Act of 2021 or the PUMP Act of 2021 This bill suspends the excise tax on gasoline other than aviation gasoline during a specified holiday period. The bill defines holiday period as the period beginning on the enactment date of this bill and ending on the latest of (1) the first date after enactment on which the public health emergency declared for COVID-19 is no longer in effect, or (2) 180 days after enactment.

HR 3279: HUD Inspection Oversight Act of 2021

HUD Inspection Oversight Act of 2021 This bill modifies inspection and oversight protocols under the Housing Choice Voucher Program, including by directing the Department of Housing and Urban Development (HUD) to take certain enforcement actions when a property's inspection score falls below a specified threshold. In recent years, language directing HUD to take specific actions in such circumstances has been included in annual appropriations bills.

HR 3262: GUARD Act

Guarding against Unauthorized Attacks Related to Driving Act or the GUARD Act This bill requires the Department of Transportation (DOT) to study the state of cybersecurity regarding motor vehicles, including by developing a comprehensive list of federal agencies with jurisdiction over cybersecurity and a brief description of the jurisdiction or expertise of such agencies. DOT must also report on the results of the study and make recommendations to enable the exchange of information and lessons learned across the industry, and across relevant federal agencies, regarding cybersecurity incidents, threats, and potential vulnerabilities in a timely manner with respect to motor vehicle safety.

HR 3259: NOPAIN Act

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

HRES 397: Expressing the sense of the House of Representatives that Critical Race Theory serves as a prejudicial ideological tool, rather than an educational tool, and should not be taught in K-12 classrooms as a way to teach students to judge individuals based on sex, race, ethnicity, and national origin.

This resolution calls on the Office for Civil Rights within the Department of Education and state attorneys general to assist elementary and secondary schools in complying with existing civil rights laws and investigate and enforce such laws. In addition, the resolution condemns the practice of requiring teachers to receive education in critical race theory as a condition of certification.
