HR 5196: Expediting Assistance to Renters and Landlords Act of 2021

Expediting Assistance to Renters and Landlords Act of 2021 This bill modifies the Department of the Treasury's Emergency Rental Assistance program by extending time limits on payments, allowing landlords to seek rents and arrears from the program without renter consent, and allowing renters to prove eligibility through attestation. The program provides grants to state and local governments to assist eligible households in paying rent and utility costs and other expenses related to housing incurred due to the COVID-19 pandemic. The bill extends the availability of program assistance from 18 to 24 months for eligible households. The bill also relaxes requirements for proof of eligibility by requiring only that households attest that they meet eligibility requirements instead of requiring proof of eligibility. It also allows for direct payment of funds to eligible households where the landlord refuses direct payment. Additionally, the bill allows a landlord to apply for program funds without the consent of a renter if the landlord agrees to certain terms, including a 120-day bar on evicting the renter for nonpayment. This bill also expands the stable housing services available under the program to additional low-income households. Further, the bill requires Treasury and state and local governments to increase outreach to renters and landlords and allows for coordination with public entities to provide application assistance services.

HRES 639: Recognizing September 11, 2021, as a "National Day of Service and Remembrance".

This resolution (1) calls upon the Members of Congress and all people of the United States to observe September 11, 2021, as a National Day of Service and Remembrance in honor of those who lost their lives or were injured in the September 11, 2001, attacks, and in tribute to those who came to the aid of those in need and to the defense of the United States; and (2) recognizes the heroic actions of first responders and other citizens in New York, the District of Columbia, and Shanksville, Pennsylvania.

HR 5253: Fossil Free Finance Act

Fossil Free Finance Act This bill requires large bank holding companies to develop and implement emission reduction plans. Such a plan must include strategies for a company to equitably reduce and eventually eliminate financed greenhouse gas emissions by January 1, 2050, and to discontinue specified fossil fuel projects and financing. The bill also prohibits the use of carbon offsets in such a plan, sets forth technological requirements for reductions, and requires the prioritization of specified social impacts. Plans must be submitted to the Board of Governors of the Federal Reserve System for approval every two years.

HR 5256: Flood History Information Act of 2021

Flood History Information Act of 2021 This bill provides for the sharing of National Flood Insurance Program policy and claim information. Specifically, the Federal Emergency Management Agency (FEMA) may share this data through an agreement with certain private insurance providers for the purposes of policy underwriting, establishing premium rates, and adjusting claims. Additionally, FEMA must provide specified flood insurance information to a purchaser, lessee, or current owner of a property upon request.

HR 5249: Small Farm to School Act of 2021

Small Farm to School Act of 2021 This bill directs the Department of Agriculture (USDA) to award three-year grants to eight states or tribal organizations to provide school food authorities with an increased reimbursement for free and reduced price lunches that include at least one component that is comprised entirely of locally-produced and unprocessed foods procured directly from certain agricultural producers. USDA must select at least one state or tribal organization located in each of the following regions: (1) the Mid-Atlantic Region, (2) the Midwest Region, (3) the Mountain Plains Region, (4) the Northeast Region, (5) the Southern Region, (6) the Southwest Region, and (7) the Western Region. USDA must give the highest priority to applications that propose to carry out certain projects, including projects that (1) serve a high proportion of children from socially disadvantaged backgrounds, and (2) increase the availability of locally-produced foods to children. Additionally, priority must be given to states or tribal organizations with a high quantity and variety of growers of local fruits and vegetables on a per capita basis, and with a demonstrated commitment to farm-to-school activities. Each state or tribal organization that receives a grant must provide, from nonfederal sources, an amount equal to 100% of the awarded grant amount.

HR 4691: K–12 Cybersecurity Act of 2021

K-12 Cybersecurity Act of 2021 This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to study the cybersecurity risks facing elementary and secondary schools and develop recommendations that include cybersecurity guidelines designed to assist schools in facing those risks. The use of such recommendations shall be voluntary. The study must evaluate the challenges that schools face in securing (1) information systems owned, leased, or relied upon by those schools; and (2) sensitive student and employee records. Further, the bill requires CISA to (1) develop an online training toolkit designed for school officials; and (2) make available on the Department of Homeland Security website the study's findings, the cybersecurity guidelines, and the toolkit.

HRES 629: Acknowledging that in the aftermath of September 11, 2001, individuals experienced hate and were targeted by the government on account of their faith, race, national origin and immigration status, and suggesting various forms of relief to support those affected.

This resolution condemns racism, xenophobia, discrimination, scapegoating, and ethnic and religious bigotry. It acknowledges the climate of hate that Arab, Muslim, Middle Eastern, South Asian, and Sikh communities have experienced since September 11, 2001, and suggests specified relief to support those affected. Specifically, the resolution calls for the creation of an interagency task force to work with community-based organizations to review government policies that targeted such communities, investigate and document their impact, and dismantle those policies that continue to profile and target such communities; calls for hearings to explore the findings and recommendations of the task force; supports allocating resources to community-based organizations outside and independent of law enforcement that center the experiences and demands of Arab, Muslim, Middle Eastern, South Asian, and Sikh communities to support the needs of victims of hate and state violence and to create alternatives to law enforcement and transformative justice programs that focus on vulnerable populations within these communities; and calls on the Department of Health and Human Services, the National Institutes of Health, and the National Science Foundation to work together to study the impact of hate, government targeting, and profiling on physical and mental health.

HR 5224: Preventing Overdoses and Saving Lives Act of 2021

Preventing Overdoses and Saving Lives Act of 2021 This bill establishes a grant program for states, Indian tribes, and territories to respond to the opioid crisis. In awarding the grants, the Department of Health and Human Services (HHS) must give priority to recipients with the highest opioid dispensing rates. Recipients must use at least 20% of grant funds to implement a program that requires a prescription for an opioid overdose reversal drug along with an opioid prescription if (1) a patient is prescribed benzodiazepines, medication-assisted treatment, or high-dose opioids; or (2) the prescriber has reason to know of the patient's history with substance use disorders. As part of this program, recipients must also require continuing education on opioid-prescribing practices for prescribers and on recognizing opioid overdose fatalities for coroners. Recipients must use the remaining funds to develop a strategic plan for the jurisdiction's response to the opioid crisis.

HR 5218: Collaborate in an Orderly and Cohesive Manner Act

Collaborate in an Orderly and Cohesive Manner Act This bill requires the Department of Health and Human Services (HHS) to award grants for implementing and evaluating specified models of care that integrate the delivery of behavioral health and primary care services. Specifically, HHS must award grants to primary care providers for the initial costs (e.g., hiring staff) of implementing such models. In awarding the grants, HHS must prioritize recipients that provide care to medically underserved populations and in areas where the prevalence of behavioral health conditions exceeds the national average. HHS must also provide additional incentive payments to recipients that use appropriate billing codes and quality measures for behavioral health services. In addition, HHS must award grants to national and regional organizations for providing technical assistance to health care providers and systems to improve implementation of integrated behavioral health and primary care models. Furthermore, HHS may direct its agencies to expand efforts to evaluate current and emerging integrated behavioral health and primary care models.
