Brycen Gray and Ben Price COVID-19 Cognitive Research Act This bill directs the National Science Foundation (NSF) to award competitive, merit-reviewed grants to eligible entities, including through the RAPID funding mechanism, to support interdisciplinary research on the disruption of regular cognitive processes associated with both short-term and long-term COVID-19 infections, including with respect to children and adolescents. No later than 45 days after the enactment of this bill, the NSF shall enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study and produce a report on the disruption of cognitive processes associated with COVID-19 infection.
Promoting New and Diverse Depository Institutions Act This bill requires federal banking agencies to study and report on the challenges faced by entities attempting to become chartered depository institutions and to develop a strategic plan to assist in the application process. The strategic plan must (1) promote the chartering of minority depository institutions and entities that could be certified as community development financial institutions, and (2) describe actions to increase the number of depository institutions located in underserved areas. The bill also decreases, beginning September 30, 2022, the cap on the surplus funds of the Federal Reserve banks. (Amounts exceeding this cap are deposited in the general fund of the Treasury.)

Security Council Resolution 1325 (2016) and required by the laws of the United States and regulations of Ukraine. The resolution further calls on all countries to promote the meaningful inclusion of women in negotiations and decision-making at all levels, including security decisions. Finally, the resolution commits to supporting the women of Ukraine wherever they are as they fight back against tyranny and work for the free and democratic future of Ukraine.
Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances access to contraception and cannot be achieved through less restrictive means. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.
The National Park Foundation Reauthorization Act of 2022 extends and increases funding for the National Park Foundation. It amends federal law to authorize $15 million annually (up from $5 million) for the Foundation through 2030 (extending from 2023). This concurrent resolution condemns the October 25, 2021, coup in Sudan. It recognizes the Prime Minister and his cabinet as the constitutional leaders of Sudan's transitional government and calls for Sudan's military junta, among other things, to immediately release all civilian government officials, civil society members, and other individuals detained in connection with the coup; return to constitutional rule under the transitional constitution; and lift the state of emergency, including complete restoration of all means of communication. Finally, the concurrent resolution calls on international partners to join U.S. efforts to impose targeted sanctions on the junta and other accomplices to the coup; and suspend Sudan's participation in all regional multilateral organizations until Sudan is returned to constitutional rule under the transitional constitution.
This resolution expresses support for Finland and Sweden's historic decision to apply to the North Atlantic Treaty Organization (NATO). The resolution also opposes any attempt by the Russian government to act in an adverse way in response to Finland and Sweden's decision to apply to join NATO. Finally, the resolution calls on the member states of NATO to formally support the accession of Finland and Sweden into NATO.
Ensuring Women's Right to Reproductive Freedom Act This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.
