Stop Corporations and High Earners from Avoiding Taxes and Enforce the Rules Strictly Act or the Stop CHEATERS Act This bill provides additional appropriations through FY2031 for the enforcement activities of the Internal Revenue Service and to increase audits yearly until 2025 to reach specified targets. It also provides additional appropriations for taxpayer services and operations support. The bill establishes new reporting requirements for certain banks or other financial institutions and increases enforcement penalties for accuracy-related underpayments of tax up to a maximum of 40% of the underpayment for taxpayers with a taxable income greater than $5 million.
Green Buses for Every Community Act This bill requires at least 10% of funding made available in a fiscal year for the low or no emissions competitive grant program for buses and bus facilities to be distributed to projects serving predominantly low-income communities. The bill defines a low-income community as any population census tract if (1) the poverty rate for such tract is at least 20%; or (2) the tract is not located within a metropolitan area and the median family income for such tract does not exceed 80% of statewide median family income, or the tract is located within a metropolitan area and the median family income does not exceed the 80% or the metropolitan area median family income.
Commission on Domestic Terrorism Act of 2021 This bill establishes in the legislative branch the National Commission on Domestic Terrorism. The commission shall investigate relevant facts and circumstances relating to the federal government's failure to respond to and prevent acts of domestic terrorism in the past 20 years, including relating to the attack on the Capitol on January 6, 2021; identify, review, and evaluate the lessons learned from such acts regarding the structure, coordination, and management arrangements of the federal government, and, if appropriate, state and local governments and nongovernmental entities, relative to detecting, preventing, and responding to domestic terrorist attacks; and report to the President and Congress.
Enhancing the Strength and Capacity of America's Primary Evacuation routes Act or the ESCAPE Act This bill directs the Department of Transportation (DOT) to provide assistance for projects that strengthen and protect mass evacuation routes. Specifically, DOT must (1) establish criteria for states, tribal and local governments, and other entities to identify mass evacuation routes; (2) establish a competitive grant program to provide grants for resilience projects that strengthen and protect evacuation routes that are essential for providing and supporting mass evacuations caused by emergency events; and (3) provide grants to resilience projects that ensure the ability of the evacuation route to provide safe passage during a mass evacuation and reduce the risk of damage to evacuation routes as a result of future emergency events.
This resolution expresses the sense of the House of Representatives that the federal government has a duty to develop a holistic agenda to respond to racial injustice, unemployment, the COVID-19 (i.e., coronavirus disease 2019) pandemic, and climate change. The resolution further outlines the goals of this agenda to build a society with greater racial, economic, and gender justice; dignified work; healthy communities; and a stable climate. Additionally, the resolution identifies efforts to support these goals.
Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.
Shielding our Military from Extremists Act This bill requires the Department of Defense to implement the seven recommendations focused on preventing extremists from enlisting in the Armed Forces that are made in the report titled Screening Individuals Who Seek to Enlist in the Armed Forces . Among other recommendations, the report suggests (1) developing a consistent definition for domestic extremist ideologies, and (2) utilizing various law enforcement resources to evaluate and interpret questionable or concerning tattoos.
Department of Peacebuilding Act of 2021 This bill establishes a Department of Peacebuilding in the executive branch, dedicated to peacebuilding, peacemaking, and the study and promotion of conditions conducive to both domestic and international peace and a culture of peace. The mission of the department includes the cultivation of peace and peacebuilding as a strategic national policy objective and development of policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful conflict resolution, and structured conflict mediation. The department shall collaborate with others to promote personal and community security and peace by supporting policies to address personal and family violence, including suicide; reduce drug and alcohol abuse; and create, through local community initiatives, peace projects that facilitate conflict resolution and healing of societal wounds. A Federal Interagency Committee on Peace is established to coordinate the actions of the department with other federal agencies. The Department of Defense and the Department of State must consult with the department concerning nonviolent means of conflict resolution when a conflict between the United States and any other government or entity is foreseeable, imminent, or occurring. The department shall encourage citizens to observe and celebrate the blessings of peace and endeavor to create peace on Peace Days.
Consumer Protection Relief Fund Act or the CPR Fund Act This bill establishes the Consumer Protection Relief Fund for the purpose of repaying certain loans owed by vulnerable borrowers who are experiencing financial difficulty due to the impact of COVID-19 (i.e., coronavirus disease 2019). To qualify for repayment, the holder of the loan must commit to issuing or purchasing other loans to vulnerable borrowers in an amount at least equal to the payment received, forgive the borrower's remaining loan balance, and terminate any negative reporting to consumer reporting agencies with respect to the borrower's loan. A loan must be a closed-end installment loan—a loan extended at a set amount and repaid by the borrower with a fixed amount over a limited number of payment periods—to qualify for repayment. However, the bill excludes from eligibility a student, auto, or mortgage loan. Aggregate payments with respect to a borrower may not exceed $9,500.
Department of State Student Internship Program Act This bill requires the Department of State to establish the Department of State Student Internship Program to offer paid internship opportunities at the State Department to raise awareness of the role of diplomacy in the conduct of U.S. foreign policy. Participants must be enrolled at an institution of higher education (IHE) and able to receive and hold an appropriate security clearance. The State Department must pay participating interns a specified amount, as well as provide housing and travel assistance. The State Department may also enter agreements with IHEs to ensure these internships satisfy criteria for the academic programs in which participants are enrolled. Additionally, the State Department must transition all of its unpaid internship programs to internship programs that offer compensation.
IRS Enhancement and Tax Gap Reduction Act of 2021 This bill appropriates additional amounts to the Internal Revenue Service (IRS) in FY2022-FY2031 for tax enforcement, improving IRS technology infrastructure, and taxpayer services.
Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.
