S 2520: All Aboard Act of 2025

The All Aboard Act of 2025 provides $83.5 billion over five years to accelerate rail electrification and transition to zero-emission rail systems. It establishes new funding programs for states, Amtrak, and rail carriers to electrify rail corridors, improve rail infrastructure, and support workforce transition plans. The bill sets specific targets including achieving zero emissions for 50% of trains by 2030 and all locomotives by 2047, with priority for projects in environmental justice communities. It requires applicants for rail electrification funding to include community engagement plans, environmental protection measures, and detailed workforce transition plans. The legislation aims to modernize rail infrastructure while addressing environmental justice concerns and supporting rail workers through training and job transition programs.

S 2523: John R. Lewis Voting Rights Advancement Act of 2025

The John R. Lewis Voting Rights Advancement Act of 2025 strengthens voting rights protections by requiring preclearance for certain voting changes in jurisdictions with a history of discrimination. It establishes new preclearance requirements for changes to election methods, district boundaries, voter ID rules, and polling locations. The bill updates standards for determining when voting practices deny or abridge rights, particularly for racial, ethnic, and language minority groups. S 2500: Research for Healthy Soils Act

S 2500, the Research for Healthy Soils Act, authorizes federal research grants to study microplastics (plastic particles under 5mm) in biosolids applied to farmland. It directs the USDA to fund specific research on microplastic concentrations in agricultural soil, wastewater treatment methods to remove microplastics, impacts on crops and soil health, and microplastic movement in farmland. The bill does not regulate microplastic use but supports scientific understanding of potential agricultural effects. It affects agricultural researchers and institutions receiving these grants, extending related research funding through 2031. The focus is strictly on gathering data and developing solutions, not on policy changes for farmers or regulators.

S 2510: Service-Disabled Veteran Opportunities in Small Business Act

S 2510, the Service-Disabled Veteran Opportunities in Small Business Act, requires federal agencies that fail to meet their annual goals for awarding contracts to service-disabled veteran-owned small businesses to provide staff training on improving these contracts. The bill mandates that the Small Business Administration, with the Office of Veterans Business Development, issue guidance and best practices within 180 days of enactment to help agencies meet their targets. Agencies must also report annually to Congress listing those that missed goals and detailing the training provided. This law directly affects federal agencies responsible for contracting, aiming to increase opportunities for veteran-owned small businesses through structured agency accountability.

S 2514: Gun Violence Prevention Research Act of 2025

This bill authorizes $50 million annually from 2026 through 2031 for the Centers for Disease Control and Prevention (CDC) to fund research on firearms safety and gun violence prevention. It directly affects the CDC and researchers by providing dedicated funding to study these topics under the Public Health Service Act. The key mechanism is a specific annual funding allocation, added to existing resources, to support new or ongoing research initiatives. The bill does not create new regulations or restrict gun ownership but focuses solely on enabling evidence-based research. This is a funding measure, not a policy change affecting the public directly.

S 2524: Restoring Essential Healthcare Act

The Restoring Essential Healthcare Act repeals a provision that blocked Medicaid payments to certain healthcare providers. Specifically, it removes a restriction from Public Law 119-21 that prevented Medicaid from paying "prohibited entities" for services provided between the law's enactment and this bill's effective date. Payments for those services will now be made retroactively, as if the restriction had never existed. This directly affects Medicaid programs and the healthcare providers previously excluded from receiving these payments.

HR 4819: Click to Cancel Act of 2025

HR 4819, the Click to Cancel Act of 2025, makes the Federal Trade Commission's November 2024 "Negative Option Rule" permanent law. This rule directly affects businesses that use automatic renewal subscriptions (like streaming services or software) and their consumers, requiring clear, easy cancellation options. The bill codifies the FTC's existing rule, treating violations as unfair or deceptive practices under the FTC Act, and grants the FTC full authority to enforce it using existing powers and penalties. The key change is that businesses must now explicitly obtain consumer consent for recurring charges and provide straightforward cancellation methods, moving beyond the previous rule-based guidance.

HR 4786: Honest Elections and Campaign, No Gain Act

HR 4786, the "Honest Elections and Campaign, No Gain Act," requires federal candidates' campaign committees and leadership PACs to disburse any leftover funds within two years after an election. Committees must first pay existing obligations, then return contributions to donors, donate to qualified charities, or transfer funds to political parties - prohibiting direct payments to relatives except for documented committee expenses. Former candidates registering as lobbyists or foreign agents must certify compliance with these disbursement rules under penalty of perjury. The law applies to elections starting in 2026, aiming to prevent unused campaign funds from being retained or misused after elections.

HR 4797: EATS Act of 2025

This bill removes a barrier preventing most low-income students from accessing SNAP benefits. It amends the Food and Nutrition Act to explicitly allow students enrolled at least half-time in recognized higher education programs to qualify for SNAP, reversing a prior exclusion. The key change eliminates the previous requirement that students meet specific exceptions (now deleted) and adds a new eligibility category under Section 3(m)(5). This directly affects low-income undergraduate and graduate students at colleges and training programs who were previously ineligible. The changes take effect January 2, 2026.

HR 4821: Gun Violence Prevention Research Act of 2025

This bill authorizes $50 million annually for the Centers for Disease Control and Prevention (CDC) to conduct research on firearms safety and gun violence prevention, beginning in fiscal year 2026 through 2031. The funding is in addition to existing CDC appropriations and would support studies under the Public Health Service Act. It does not create new regulations or directly affect individuals, but aims to expand research into causes and prevention strategies for gun violence. The bill focuses solely on enabling CDC research, without proposing policy changes or restrictions.

HR 4796: Restoring Essential Healthcare Act

HR 4796, the Restoring Essential Healthcare Act, repeals a provision that blocked Medicaid payments to certain healthcare providers during a specific period. It directly affects Medicaid beneficiaries who received care from these providers between the enactment of the prior law (Public Law 119-21) and this bill's enactment. The key provision retroactively restores Medicaid payments for services already provided during that blocked period, treating the payment restriction as if it never existed. This change ensures eligible individuals and providers receive reimbursement for covered care delivered during the prohibited timeframe.

HR 4788: To require the District of Columbia to permit Members of Congress who have a valid license or permit which is issued pursuant to the law of a State which permits the Member to carry a concealed firearm, or who is otherwise entitled to carry a concealed firearm in the State in which the Member resides, to carry a concealed firearm in the District of Columbia, and for other purposes.

HR 4788 would amend a 1932 District of Columbia law to allow Members of Congress (Senators and Representatives) to carry concealed firearms in Washington, D.C., if they hold a valid concealed carry license from a state where they are permitted to carry, or are otherwise legally allowed to carry concealed in their home state. The bill requires these members to not be federally prohibited from possessing firearms, to carry a valid state-issued license or proof of residency rights, and to present photo identification. This exception applies only to Members of Congress and does not alter D.C.'s general concealed carry laws for other individuals. The provision would take effect upon the bill's enactment.
