Protecting Life on College Campus Act of 2021 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.
Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.
Health Enterprise Zones Act of 2021 This bill provides for the designation of Health Enterprise Zones in certain geographic areas with documented and measurable health disparities. This designation, which expires 10 fiscal years after the bill's enactment, confers eligibility for certain grants, student loan repayment programs, and tax credits for those working to reduce health disparities and improve health outcomes in these zones. Specifically, community-based nonprofits or local government agencies, in coalition with health care providers, social service organizations, and others, may apply to the Department of Health and Human Services (HHS) for the designation. The application must include a plan to reduce health disparities and achieve other outcomes. In implementing the program, HHS must consult with, among others, the Department of Housing and Urban Development. When approving applications, HHS shall consider factors including geographic diversity and the commitment of supporting funds from the private sector. HHS (1) may award grants to organizations or agencies that applied for the designation to support activities aligned with their plans, and (2) must carry out a student loan repayment program for health care providers who agree to provide services in a Health Enterprise Zone. In addition, the bill establishes tax credits for employers that hire, and individuals who work as, Health Enterprise Zone workers.
Sport Fish Restoration, Recreational Boating Safety, and Wildlife Restoration Act of 2021 This bill reauthorizes through FY2025 the Sport Fish Restoration and Boating Trust Fund, which provides funding for, including fisheries conservation and management, water and boating infrastructure, and recreational boating safety, among other things. The bill modifies use of the Federal Aid to Wildlife Restoration Fund, which supports wildlife restoration, conservation, and hunter education and safety programs. Of the funds disbursed for the purposes of the Sport Fishing and Boating Partnership Council, a portion of such funds remaining unobligated prior to FY2020 shall be used to study (1) the impact of derelict recreational vessels on recreational boating safety and recreational fishing, and (2) the options and methods for recycling for recreational vessels. The Government Accountability Office (GAO) shall conduct a study on recreational boating access. In carrying out the study, the GAO shall consult with the Sport Fishing and Boating Partnership Council and the National Boating Safety Advisory Council on the design, scope, and priorities of such study.
End Double Taxation of Successful Consumer Claims Act This bill allows a deduction from gross income (above-the-line deduction) for attorney fees and court costs in connection with a claim of a consumer protection violation.

Gulf Coast Hurricane Aid Act of 2021 This bill provides emergency assistance for disaster response and recovery, and for other expenses, directly related to Hurricanes Laura, Delta, or Zeta. Specifically, the bill appropriates funds to the Community Development Fund for necessary expenses related to disaster relief, long-term recovery, and restoration of infrastructure, housing, and economic revitalization in areas in states for which the President declared a major disaster. The bill further provides for the use of proceeds from a system of competitive bidding to award licenses in the band of frequencies between 3700 megahertz and 3980 megahertz, to be deposited in the general fund of the Treasury and used for emergency assistance.
National Infrastructure Development Bank Act of 2021 This bill establishes the National Infrastructure Development Bank as a government corporation to finance energy, environmental (e.g., drinking water or waste facilities), telecommunications, and transportation infrastructure projects. The bill establishes the National Infrastructure Development Bank Board, which must oversee the infrastructure projects. The board may make loans and loan guarantees to assist in financing infrastructure projects. Further, the board must establish an executive committee, a risk management committee, an audit committee, and a compliance office. To be eligible for financial assistance from the bank, an infrastructure project (1) must have a public benefit, as determined by the board; and (2) may not have a sole use or purpose that is private. An infrastructure project must use iron, steel, and manufactured products that are made in the United States. The bill also establishes accounting and reporting requirements. In particular, the Government Accountability Office must, within five years of this bill's enactment, submit a report to Congress evaluating the bank's activities.

Don't Push My Buttons Act This bill establishes an exception to the immunity of a provider of an interactive computer service (e.g., a social media company) from liability for screening and blocking offensive content on its platform. Specifically, the bill removes this immunity from any provider that collects information regarding the habits, preferences, or beliefs of a user and utilizes an automated function to deliver content based on that information, unless the user knowingly and intentionally elects to receive such content.
Gulf Coast Hurricane Aid Act of 2021 This bill provides emergency assistance for disaster response and recovery and other expenses directly related to Hurricanes Laura, Delta, and Zeta and flooding in calendar year 2021 in Louisiana. Specifically, the bill provides funding for the Social Services Block Grant for such response, recovery, and expenses. The distribution of grant funds are limited to states directly affected by the hurricanes and flooding. The Department of Health and Human Services must distribute such funds to those states based on demonstrated need in accordance with objective criteria that are made available to the public. Further, such funds may be used for health services (including mental health services), and for costs of renovating, repairing, or rebuilding health care facilities, child care facilities, or other social services facilities. The bill also provides emergency assistance through the Community Development Block Grant program. The amounts provided by the bill are designated as an emergency requirement pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and the Senate PAYGO rule. (This exempts the budget effects from being counted for the purposes of enforcing the PAYGO rules.)
