HR 6381: CREATE Act of 2022

Comprehensive Resources for Entrepreneurs in the Arts to Transform the Economy Act of 2022 or the CREATE Act of 2022 This bill expands financial assistance for, and establishes measures to support, the creative economy and art entrepreneurs. Specifically, the bill requires (1) the Small Business Administration to develop loan criteria, evaluation procedures, and technical assistance programs for small business concerns that are owned by artists and support the creative economy; and (2) the Department of Commerce to ensure that traditional economic development tools, such as business incubators and grant programs, support the arts industry and creative economy.

HR 6385: Masks for All Act of 2022

Masks for All Act of 2022 This bill directs the Federal Emergency Management Agency (FEMA) to manufacture and distribute N-95 respirator masks to every individual in the United States and to provide N-95 masks to all individuals working in health care settings in the United States that are experiencing a shortage of such masks. FEMA must provide the masks at no cost to individuals and deliver them, to the greatest extent possible, using the U.S. Postal Service. Additionally, FEMA shall designate mask pickup sites in each community and shall provide masks to each site, allocated according to population; consider new designs for masks to improve comfort, fit, and size options; and submit to Congress a strategic plan that includes monthly, measurable targets to eliminate shortages and increase domestic production of N-95 masks and to fulfill all other requirements of this bill. The President shall make use of any and all available authorities (including emergency authorities) at the disposal of the federal government to procure and domestically manufacture N-95 masks and support the domestic manufacturing of N-95 masks.

Bear Poaching Elimination Act of 2022 This bill makes it unlawful for a person to knowingly import, export, sell, purchase, possess, transport, deliver, or receive bear viscera or related products except for limited acts carried out solely to enforce wildlife protection laws.

S 3478: GAIN TOOLS Act of 2022

Generating Antibiotic Incentives Now Through Opening Opportunities to Leverage Science Act of 2022 or the GAIN TOOLS Act of 2022 This bill expands the definition of a qualified infectious disease product (QIDP) to include eligible biological products. Under current law, the first application (or supplement) for a specific product and indication to be designated a QIDP shall receive priority review for market approval by the Food and Drug Administration. Generally, a biological product designated as a QIDP is one that acts on bacteria or fungi and is intended to treat a serious or life-threatening infection. However, a biological product with a QIDP designation shall not receive the market exclusivity extension currently available to drugs that receive the designation.

S 3445: Coast Guard Combat-Injured Tax Fairness Act

This bill corrects tax refund issues for Coast Guard veterans with combat-related injuries by clarifying which federal agencies handle tax refunds when the Coast Guard operates outside the Navy (e.g., under Homeland Security or Transportation). It amends the 2016 Combat-Injured Veterans Tax Fairness Act to explicitly include the Secretaries of Homeland Security and Transportation in agency responsibilities for identifying and refunding improperly withheld taxes. The bill requires these agencies to identify past improperly withheld amounts and report findings within one year of enactment, while also preventing future withholding starting immediately. HR 6326: NEW START Act of 2021

Necessary Entrepreneurship Workshops via the SBA to Transform and Assist Re-entry Training Act of 2021 or the NEW START Act of 2021 This bill establishes a pilot program for providing entrepreneurial development assistance to formerly incarcerated individuals. Specifically, the bill requires the Small Business Administration to establish a pilot program whereby it awards grants to organizations or partnerships that create or support entrepreneurship programs for providing assistance to formerly incarcerated individuals. Such assistance shall be in the form of entrepreneurial development programming that includes the disbursement of microloans. The Government Accountability Office must submit a report evaluating the (1) services that grant recipients provide to formerly incarcerated individuals, (2) oversight of the pilot program by the SBA, and (3) overall performance and impacts of the pilot program.

HR 6148: Alabama Underwater Forest National Marine Sanctuary and Protection Act

Alabama Underwater Forest National Marine Sanctuary and Protection Act This bill designates an ancient cypress forest in the Gulf of Mexico as the Alabama Underwater Forest National Marine Sanctuary under the Marine Protection, Research, and Sanctuaries Act of 1972. In the sanctuary, the following activities are prohibited: cutting, removing, or any kind of subsurface salvage of the cypress trees; lowering certain devices (e.g., dredging) below the surface of the water; detonating explosives below the surface of the water; drilling or coring the seabed; and lowering, laying, positioning, or raising any type of seabed cable or cable-laying device. However, the prohibitions do not apply to fishing, diving, mooring, or similar recreational or commercial activities; necessary operations of public vessels; construction or placement of artificial reef structures for the purpose of enhancing fishery resources, fishing opportunities, or recreational diving opportunities; exploration, development, or production of oil or gas projects authorized before this bill's enactment; and certain other activities authorized by the Office of National Marine Sanctuaries. The National Oceanic and Atmospheric Administration (NOAA) must develop a comprehensive management plan for the sanctuary. NOAA must also establish an advisory council for the sanctuary.

S 2340: Daniel Anderl Judicial Security and Privacy Act of 2021

Daniel Anderl Judicial Security and Privacy Act of 2021 This bill generally prohibits federal agencies and private businesses from publicly posting certain personal information (e.g., home addresses) of federal judges and their immediate family members. It also (1) requires information to be removed upon written request from the federal judge concerned, (2) prohibits data brokers from purchasing or selling such information, and (3) establishes programs to protect such information at the state and local level and to enhance security for judges.
