Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.
Cane River Creole National Historical Park Boundary Modification Act This bill modifies the official boundary of the Cane River Creole National Historical Park in Louisiana.
Protecting Medicare Patients and Physicians Act This bill extends a payment increase under Medicare's physician fee schedule through the end of 2023 (currently set to expire at the end of 2022) and temporarily exempts Medicare from sequestration.
Identifying Mass Shooters Act This bill requires the National Institute of Justice (NIJ) to report to Congress on the content patterns used by mass shooters through online platforms and social media channels. Additionally, the bill directs the NIJ to identify items for further study that are identified in the report. Finally, the bill requires the NIJ to submit findings and federal legislative recommendations to Congress.
This bill standardizes whisky tariff classifications under the Harmonized Tariff Schedule. It replaces the current subheading with a uniform 8-digit code (2208.30.00) and creates specific sub-subheadings for different whisky types (Irish/Scotch, Bourbon, Rye, and "Other") based on container size (under or over 4 liters). The tariff rate remains $2.04 per liter for all categories. This directly affects whisky importers and U.S. Customs officials who classify and tax whisky shipments. The change ensures consistent tariff treatment for all whisky types without altering the duty rate.
Strengthening Agency Management and Oversight of Software Assets Act This bill requires each federal agency to develop assessments of their software inventories and software licenses and a plan to reduce costs by consolidating licenses and adopting enterprise license agreements to the greatest extent practicable. The bill also requires the Office of Management and Budget and the Government Accountability Office to report on various government-wide issues relating to federal software licenses and inventories.
The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met). The bill also reduces funding for the Medicare Improvement Fund.
Long-Term Care Veterans Choice Act This bill authorizes the Department of Veterans Affairs (VA) to enter into contracts to pay for specified veterans (i.e., certain veterans who have service-connected disabilities and require nursing home care) to be placed in medical foster homes at their request. A medical foster home is a home designed to provide non-institutional, long-term, supportive care for veterans who are unable to live independently and prefer a family setting. Veterans receiving such care must agree, as a condition of payment for their care, to accept home health services furnished by the VA. Under the bill, no more than a daily average of 900 veterans may have their care in a medical foster home covered by the VA. The VA must create a monitoring system to assess its workload in carrying out the medical foster home payments. Additionally, the Government Accountability Office must submit to Congress reports that assess the implementation of this program and provide recommendations for improvements. The bill also extends certain loan fee rates through February 15, 2031, under the VA's home loan program.
Pregnant Women in Custody Act This bill establishes requirements to address the health needs of incarcerated women related to pregnancy and childbirth. The bill requires the Bureau of Justice Statistics to collect data on the health needs of incarcerated pregnant women at the federal, state, tribal, and local levels. With respect to incarcerated women at the federal level, the bill requires the Bureau of Prisons (BOP) to provide appropriate services and programs to address the health and safety needs related to pregnancy and childbirth, as well as appropriate health care to a woman with a high-risk pregnancy; limits the use of restrictive housing for prisoners who are pregnant or in postpartum recovery; and requires the BOP to report annually on the number of administrative claims and appeals filed by pregnant inmates. With respect to incarcerated women at the state and local levels, the bill requires the Government Accountability Office to study the services and protections for pregnant incarcerated women in state and local correctional settings.
Protecting Our Children from the CDC Act This bill prohibits the inclusion of any COVID-19 vaccine on the child and adolescent immunization schedule (which lists the vaccines recommended by the Advisory Committee on Immunization Practice for those populations) unless all clinical data related to the safety and efficacy of the vaccine is published on the website of the Centers for Disease Control and Prevention.
For Accurate Import Relief To Aid Retailers and Importers of Foreign Freights Act of 2022 or the FAIR TARIFF Act of 2022 This bill provides for the liquidation or reliquidation of certain entries of products (e.g., wine, spirits, and food) of European Union countries exported to the United States during specified time periods.
Disaster Mitigation and Tax Parity Act of 2022 This bill excludes from gross income, for income tax purposes, any qualified catastrophe mitigation payment made under a state-based catastrophe loss mitigation program. A qualified catastrophe mitigation payment means any amount received for making improvements to an individual's residence for the sole purpose of reducing the damage that would be done to such residence by a windstorm, earthquake, wildfire, or flooding. This tax exclusion is retroactive to taxable years beginning after 2020, including by amended return.
