NFIP Extension Act of 2022 This bill reauthorizes the National Flood Insurance Program through September 30, 2023. The bill shall take effect as if it had been enacted on September 30, 2022, the date the program is set to expire under current law.
Evaluating Lynching Locations (ELL) for National Park Sites Act This bill directs the Department of the Interior to conduct a special resource study of sites within approximately 100 miles of Memphis, Tennessee, at which lynchings took place. In conducting the special resource study, Interior shall (1) evaluate the national significance of such study area, and (2) determine the suitability and feasibility of designating the study area as a unit of the National Park System.
This resolution reaffirms the interest of the United States in mutually beneficial relations with Mexico based on shared interests on security, economic prosperity, and democratic values. The resolution reaffirms support for stronger economic relations with Mexico, including to strengthen the resiliency of critical supply chains in North America and the Western Hemisphere in general. The resolution expresses deep concerns about the worsening investment climate in Mexico, and calls on the President to take meaningful actions to defend U.S. economic interests in Mexico and uphold the integrity of the United States-Mexico-Canada Agreement (USMCA). The resolution also urges the President to address the humanitarian and security crisis at the border with Mexico. Finally, the resolution urges the Mexican government to reduce the threat of deadly synthetic opioids.
HRES 1226 designates the week of July 19-25, 2022, as "Black Maternal Mental Health Awareness Week" to highlight mental health challenges during pregnancy or after childbirth that disproportionately affect Black women and families. The resolution emphasizes that Black women are 3 times more likely to die from maternal causes than White women and that 1 in 4 women of color face these conditions compared to 1 in 7 White women. It calls for raising public awareness, promoting culturally appropriate care, and encouraging government and community efforts during this designated week. As a non-binding resolution, it does not create new programs but supports existing goals to address racial disparities in maternal health outcomes.
Transparency in CFPB Cost-Benefit Analysis Act This bill sets forth information required to be included in a rulemaking made by the Consumer Financial Protection Bureau (CFPB). Specifically, the CFPB must publish a justification of the proposed rulemaking; a quantitative and qualitative assessment of all anticipated direct and indirect costs and benefits; alternatives to the proposed rulemaking; impacts on small businesses; and any assumptions, data, or studies used in preparing this information.
Informing Veterans on Education for Transitioning Servicemembers Act of 2022 or the Informing VETS Act of 2022 This bill requires the Department of Veterans Affairs to regularly promote the Veteran Readiness and Employment program by (1) sending a letter to each veteran entitled to the program that explains the educational benefits of the program, and (2) providing in each letter and online a side-by-side comparison of benefits between the program and Post-9/11 GI Bill educational assistance.
Protecting Kids, Protecting Lunches Act of 2022 This bill prohibits the Department of Agriculture from establishing certain requirements related to reserved spaces for biological males and females under the school meal programs.
Unborn Child Support Act This bill requires states to apply child support obligations to the time period during pregnancy. This requirement is applicable retroactively based on a court order at the request of the pregnant parent and a determination by a physician of the month during which the child was conceived. Existing state requirements are applicable to these obligations, such as proof of parenthood.
Defunding Abortion Transportation Act This bill prohibits federal Medicaid payment for nonemergency transportation that is used to access medical care or services for which federal payment is prohibited (e.g., abortion services).
Tax Filing Simplification Act of 2022 This bill directs the Internal Revenue Service (IRS) to establish a free on-line tax preparation and filing service and allows taxpayers to access third-party provided tax return information and information held by the IRS. The bill prohibits the IRS from entering into any agreement that restricts its legal right to provide tax return preparation services or to provide tax return filing services. The bill requires the IRS to establish and operate programs to (1) facilitate claims for the child care and the earned income tax credits, (2) provide software for the preparation and filing of individual income tax returns for taxable years beginning after 2022, (3) allow taxpayers to download third-party provided return information and IRS-held information to their tax returns, and (4) allow taxpayers to elect to have their tax returns prepared by the IRS. The bill also requires verification of taxpayer identity and requires the IRS to conduct an outreach campaign to provide the public with information about this bill's programs and software.
Chase COVID Unemployment Fraud Act of 2022 This bill addresses fraud and overpayments of pandemic unemployment assistance, including by allowing states to retain a specified percentage of recovered funds and prohibiting the Department of Labor from allowing blanket waivers of overpayments.
Cattle Price Discovery and Transparency Act of 2022 This bill requires the Department of Agriculture (USDA) to take various actions to address transparency in contract terms and pricing in the cattle industry. Among these requirements, USDA must maintain a publicly available library or catalog of contracts entered into between meat packers and livestock producers for the purchase of cattle, including any schedules of premiums or discounts associated with the contracts and other specific details. USDA must make this information available to producers and other interested parties in a monthly report. The bill further requires USDA to establish five to seven regions encompassing the entire continental United States that reasonably reflect similar fed cattle purchase practices for processing plants and establish mandatory minimums for each region (i.e., the minimum percentage of cattle purchases that are required to be made through approved pricing mechanisms from producers that are not packers). Under the bill, approved pricing mechanisms are generally purchases of fed cattle made through a negotiated purchase, through a negotiated grid purchase, at a stockyard, or through trading systems or platforms where multiple buyers and sellers can regularly make and accept bids and offers. The bill also establishes a maximum penalty for mandatory minimum violations by covered packers. Under the bill, a covered packer is a packer that has slaughtered an average of 5% or more of the number of fed cattle slaughtered nationally during the immediately preceding five calendar years.
