S 910: SAFE Banking Act of 2021

Secure and Fair Enforcement Banking Act of 2021 or the SAFE Banking Act of 2021 This bill generally prohibits a federal banking regulator from penalizing a depository institution for providing banking services to a legitimate cannabis-related business. Prohibited penalties include terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate cannabis-related business and prohibiting or otherwise discouraging a depository institution from offering financial services to such a business. Additionally, proceeds from a transaction involving activities of a legitimate cannabis-related business are not considered proceeds from unlawful activity. Proceeds from unlawful activity are subject to anti-money laundering laws. Furthermore, a depository institution is not, under federal law, liable or subject to asset forfeiture for providing a loan or other financial services to a legitimate cannabis-related business. The bill also provides that a federal banking agency may not request or order a depository institution to terminate a customer account unless (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk. Valid reasons for terminating an account include threats to national security and involvement in terrorist financing, including state sponsorship of terrorism.

HR 7779: DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act

DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act This bill restricts funding to an institution of higher education (IHE) that has a relationship with a Confucius Institute (a cultural institute directly or indirectly funded by the Chinese government). It also requires certain disclosures related to Chinese entities of concern (generally, universities or colleges involved in China's military, police, or intelligence activities). Specifically, the Department of Homeland Security (DHS) must ensure that an IHE that has awarded a contract to, entered into an agreement with, or received an in-kind donation or gift from a Confucius Institute is ineligible to receive specified funds from DHS, unless the IHE terminates the relationship. The IHE may regain eligibility for these funds upon termination of the relationship. DHS may waive this funding restriction, on a case-by-case basis and for a period of not more than one year, if it is in the national security interests of the United States. Additionally, an IHE that has a relationship with a Chinese entity of concern and is seeking to receive or receives specified DHS funds must notify DHS about the relationship. DHS must provide outreach and, upon request, technical assistance to IHEs related to compliance with this bill.

HRES 1318: Impeaching Merrick Brian Garland, Attorney General of the United States, for endangering, compromising, and undermining the justice system of the United States by facilitating the persecution of President Joseph R. Biden, Jr.'s, political rival, Donald J. Trump, the 45th President of the United States.

HRES 1318 is a formal House resolution impeaching Attorney General Merrick Garland, alleging he endangered the justice system by approving a search warrant for former President Donald Trump's home and politicizing the Department of Justice. The resolution claims Garland violated his constitutional oath by targeting Trump, Biden's political rival, and failing to uphold impartial law enforcement. It does not propose new laws but seeks to send articles of impeachment to the Senate for trial. This procedural resolution directly affects Garland's position as Attorney General and would require Senate action for removal from office.
