HR 9283: To direct the Secretary of Veterans Affairs to report on the Warrior Training Advancement Course of the Veterans Benefits Administration.

This bill requires the Department of Veterans Affairs to annually report to Congress on the Warrior Training Advancement Course (WARTAC) of the Veterans Benefits Administration. The report must include specified elements, including information regarding the Transition Assistance Program practices of WARTAC and the hiring of members of the Armed Forces who complete WARTAC.

HR 9279: Smart Act

Strengthening the Force and Fleet Through Enlisted Education Act or the Smart Act This bill removes the capacity limit for enlisted members of the Armed Forces to receive graduate-level instruction in a Naval Postgraduate School program. The Department of Defense must brief Congress on the effects of increasing enrollment of enlisted members at the school.

HJRES 97: Disapproving of the rule submitted by the Department of Homeland Security relating to "Public Charge Ground of Inadmissibility".

This joint resolution nullifies the final rule submitted by the Department of Homeland Security titled Public Charge Ground of Inadmissibility   published on September 9, 2022. The 2022 final rule nullified an August 14, 2019, final rule. The 2019 final rule made it more likely that a non-U.S. national ( alien under federal law) would be denied admission or lawful permanent resident status because that individual is likely to become a public charge (i.e., receive certain public benefits). This joint resolution restores into effect the nullified 2019 final rule.

HJRES 53: Proposing an amendment to the Constitution of the United States to prohibit the use of slavery and involuntary servitude as a punishment for a crime.

HJRES 53 proposes a constitutional amendment to ban slavery and involuntary servitude as a criminal punishment. Currently, the 13th Amendment to the U.S. Constitution permits such punishments for crimes, creating a legal loophole. If ratified by 3/4 of state legislatures, this amendment would eliminate that exception nationwide, making it unconstitutional to impose forced labor or slavery as part of criminal sentences. The change would directly affect all states' criminal justice systems, particularly prison labor practices, by prohibiting these punishments for any offense.
