Imported Seafood Safety Standards Act This bill prohibits the importation of any seafood from a foreign country unless the country complies with U.S. standards for seafood manufacturing, processing, and holding. Among other requirements, the bill requires an annual inspection of each foreign facility that exports seafood to the United States to ensure compliance with U.S. standards.
Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.
Health Center Community Transformation Hub Act This bill permits the Health Resources and Services Administration (HRSA) to award supplemental funds to certain health centers that care for medically underserved populations for addressing primary social determinants of health (i.e., nonmedical factors that influence health outcomes, such as transportation, food security, and economic security). To receive the supplemental funding, health centers must be recipients of other HRSA grants that support health center operations and activities. Health centers must use the supplemental funds to implement a community-based network of organizations capable of addressing the social determinants of health. Additionally, HRSA and the Centers for Medicare & Medicaid Services must issue guidance on sustaining these networks after the supplemental funding terminates.
HRES 150 is a ceremonial House resolution honoring the late civil rights leader John Robert Lewis (1940-2020). It formally recognizes his lifelong commitment to nonviolent activism, including his leadership in the Civil Rights Movement, the 1965 Selma voting rights march ("Bloody Sunday"), and his 30+ years serving as a U.S. Representative from Georgia. The resolution specifically commends his "towering achievements in the nonviolent struggle for civil rights" and his dedication to building the "Beloved Community" through justice and equality. As a commemorative resolution, it has no policy impact but serves as an official tribute to Lewis's legacy for the public and Congress.
CBDC Anti-Surveillance State Act This bill limits the ability of the Federal Reserve to (1) provide direct services to individuals, and (2) use a central bank digital currency. A central bank digital currency is a digital currency (e.g., Bitcoin or Ether) issued by a government-backed central bank. Specifically, the bill prohibits the Federal Reserve and the Federal Open Market Committee from using any central bank digital currency to implement monetary policy. In addition, a Federal Reserve bank is prohibited from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency directly to an individual. The Federal Reserve must (1) consult with each Federal Reserve bank with respect to any central bank digital currency study or pilot program, and (2) issue quarterly reports on the findings and determinations of any such study or program.
The Department of Peacebuilding Act of 2023 would establish a new Cabinet-level Department of Peacebuilding within the executive branch of the U.S. government. The department would include multiple offices focused on domestic and international peacebuilding, violence prevention, peace education, and conflict resolution, with specific offices dedicated to areas like peace education, domestic activities, international activities, technology, arms control, and human rights. It would create a Secretary of Peacebuilding position and require the department to develop policies addressing root causes of violence, promote nonviolent conflict resolution, and collaborate with existing federal agencies. The bill would mandate annual reports on progress toward peace in the United States and require consultation with other departments on matters related to conflict prevention and peacebuilding.
The RISEE Act of 2023 creates a National Oceans and Coastal Security Fund to support coastal communities and ecosystems. It allocates 37.5% of offshore wind revenue directly to eligible coastal states using a formula based on tidal shoreline length, coastal population density, and distance from offshore wind projects. States must use these funds for coastal protection, habitat restoration, infrastructure, or fisheries research, with strict annual reporting requirements to the Department of the Interior. The bill prohibits using these funds for litigation or creating marine monuments, ensuring resources directly support coastal community needs.
Andrew Jackson Statue Removal Act This bill directs the Department of the Interior to remove the Andrew Jackson statue and marble base from Lafayette Square in the District of Columbia. Interior shall donate the Andrew Jackson statue and marble base to a museum or other similar entity. The recipient of the statue and base may not store, display, or exhibit the statue outside, but if the statue is stored, displayed, or exhibited outside, ownership of the statue and marble base will revert back to the federal government.
This bill establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as part of the National Park System. It specifically preserves the West Hunter Street Baptist Church (where Abernathy served as pastor during the civil rights movement) and honors his leadership role. The site cannot be formally established until the National Park Service acquires sufficient land (through donation or purchase), and requires a management plan within 3 years of funding. The bill directly affects the National Park Service, the State of Georgia, and local communities by designating this location for preservation and public interpretation.
HR 726, the Veterans for Mustangs Act, amends the Wild Free-Roaming Horses and Burros Act to require the Secretary of the Interior to prioritize recruiting military veterans for training in on-range fertility control methods for wild horse and burro populations. The bill mandates that veterans complete a certification program (like the PZP applicator course) and receive appropriate compensation, with the Bureau of Land Management allowed to contract these veterans for management activities without classifying them as federal employees. This directly affects military veterans seeking employment opportunities and the Bureau of Land Management’s approach to managing wild horse populations. The key change is embedding veteran recruitment into the standard process for implementing fertility controls, replacing previous management language with specific veteran-focused provisions.
HR 356, the Unleashing American Energy Act, requires the federal government to hold annual offshore oil and gas lease sales in specific Gulf of Mexico regions and Alaska starting in 2023. It mandates that all unleased areas (not restricted by law) be included in these sales, following existing federal leasing rules. The bill also amends federal law to prevent the President from delaying or blocking these leasing processes without explicit congressional approval, creating a rebuttable presumption that such actions are unreasonable. This directly affects federal energy leasing programs and companies seeking offshore drilling rights.
HR 210, the "Stamp Out Invasive Species Act," creates a special semipostal stamp sold at post offices. When purchased, the stamp includes an extra 25% charge on the standard postage rate, with all proceeds going to combat invasive species. The funds will be split equally between the Department of the Interior and the Department of Agriculture for their existing programs, distributed twice yearly over a two-year period starting after the bill's enactment. This mechanism directly involves the public (via stamp purchases) and federal agencies managing invasive species efforts.
