Accountable Federal Employees Act or the Accountable Feds Act This bill establishes and modifies requirements relating to the administration of the federal workforce, including (1) creating a new Schedule F in the excepted service for certain positions that are not normally subject to change as a result of a presidential transition; (2) specifying certain standards and principles relating to removals, grievance procedures, and adverse personnel actions; (3) placing certain restrictions on the use of union time; and (4) creating a workgroup to manage the efficiency of labor-management relations.
Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 two grant programs that support pediatric mental and behavioral health services and interventions. First, it reauthorizes and makes changes to a grant program for states, localities, and Indian tribes for statewide or regional telehealth access programs to promote the integration of behavioral health in pediatric primary care. Specific changes include allowing a nonprofit organization to receive the grant if the state (1) does not apply for the grant, and (2) supports the nonprofit's receipt of it. Additionally, recipients may use grant funds to support schools and emergency departments. Second, the bill reauthorizes a grant program for human services agencies and nonprofits to develop and maintain infant and early childhood mental health promotion, intervention, and treatment programs.
This resolution designates the week beginning March 13, 2022, as National Tribal Colleges and Universities Week. It recognizes 35 accredited Tribal colleges and universities serving over 230 federally recognized tribes, highlighting their role in providing culturally grounded education and postsecondary opportunities to Native students in isolated or economically disadvantaged communities. The resolution calls for public observance through activities but does not create new policies or funding changes.
Defenders of Ukraine Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the defenders of Ukraine, collectively, in recognition of their crucial role in the defense of Ukraine against Russia's invasion.
Make Russia Pay Act This bill requires the Department of the Treasury to liquidate all Russian assets seized by the United States and deposit the resulting funds into a Ukrainian Humanitarian Aid Fund established by the bill. Treasury may use the funds to provide assistance to Ukraine, including by providing funding to Ukraine's government for humanitarian and security assistance.
This bill requires the Food and Drug Administration (FDA) to publish and periodically update a list of medical devices that are critical during a public health emergency and for which manufacturers must notify the FDA about shortages. The bill also requires manufacturers to develop risk management plans with respect to the supply chain for such devices.
Apply the Science Act 2.0 This bill requires the Department of Health and Human Services to seek to contract with the National Academies of Sciences, Engineering, and Medicine to study COVID-19 immunity, including the durability of immunity resulting from an infection, a vaccine, or both.
Use Stocks, Stop Russia Act of 2022 This bill places a temporary ban on (1) the importation of petroleum products from Russia, and (2) the drawdown and sale of petroleum products from the Strategic Petroleum Reserve. In addition, it approves the TransCanada Keystone Pipeline. Specifically, the bill requires the President to ban the importation of petroleum products from Russia until all hostile Russian troops have been withdrawn from Ukraine. The bill also requires the President to ban the drawdown and sale of petroleum products from the Strategic Petroleum Reserve until such troops have withdrawn. Finally, the bill approves the Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States.
Honoring Harriet Tubman Act This bill requires the Joint Committee on the Library to obtain a statue of Harriet Tubman and place the statue in a suitable permanent location in National Statuary Hall.
This concurrent resolution commends Administrator Dr. Kaleb Stoppel and School Resource Officer Erik Clark for their heroic actions to protect students and staff of Olathe East High School in Kansas. It also recognizes their years of dedication and service to the community.
This resolution expresses that the House of Representatives must take action on climate change and address the mental health effects of climate change on children and families.
Emergency Relief from Duties Act This bill provides for a temporary waiver of countervailing and antidumping duties relating to fertilizer or fertilizer ingredients in emergency situations. Specifically, a covered party (e.g., a manufacturer, trade association, or other interested party) may petition the U.S. International Trade Commission (USITC) to waive countervailing or antidumping duties assessed for fertilizer or fertilizer ingredients (or renew such a waiver) in emergency situations that limit the production or supply of fertilizer or fertilizer ingredients. The bill requires the USITC to (1) allow the public to submit comments on any petition for a waiver or renewal; and (2) issue, within 30 days after the close of the public comment period, a final decision concerning the waiver or renewal. Any waiver or renewal shall be for a period of one year.
