S 4851: National Plan to End Parkinson’s Act

National Plan to End Parkinson's Act This bill requires the Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease (a progressive brain disorder that causes unintended or uncontrollable movements) and related conditions. Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent and cure the disease; (2) improve diagnosis, treatment, and care of those with the disease; and (3) address health and other disparities related to the disease. HHS must also conduct annual assessments on the preparation for and response to the increased burden of Parkinson's disease. In addition, the bill establishes a council, comprised of federal and nonfederal stakeholders, to advise HHS on and make recommendations concerning the prevention and cure of Parkinson's disease. The bill's provisions terminate at the end of calendar year 2035.

HR 8805: Ensuring Seniors’ Access to Quality Care Act

Ensuring Seniors' Access to Quality Care Act This bill repeals certain restrictions under Medicare and Medicaid that prohibit the approval of nurse-aide training and competency evaluation programs in skilled nursing facilities that have been subject to specified regulatory actions (e.g., civil penalties) for substandard quality of care. The Centers for Medicare & Medicaid Services (CMS) must still disapprove such programs for up to two years; however, the CMS must rescind the disapproval upon completion of corrective action and may require additional oversight of the program for purposes of rescission. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

HR 8380: Prairie Band Potawatomi Nation Shab-eh-nay Band Reservation Settlement Act of 2022

Prairie Band Potawatomi Nation Shab-eh-nay Band Reservation Settlement Act of 2022 This bill provides for the settlement of claims by the Prairie Band Potawatomi Nation relating to the Shab-eh-nay Band Reservation in northern Illinois. The reservation consists of 1,280 acres and, due to a sale in 1849, is currently occupied by the tribe and nontribe entities, including the State of Illinois, the Dekalb County government, and corporate entities. In particular, the bill recognizes the tribe's ownership of 130 acres of land within the reservation. Further, the bill extinguishes the tribe's title to the remainder of the reservation. Additionally, the bill requires the Department of the Interior to pay the tribe a specified amount as partial settlement of the tribe's claims for the tribe to promote economic development and land acquisition. The bill also outlines a process for subsequent payments to the tribe. The tribe may use these settlement funds to acquire up to 1,151 acres of land within or near the reservation. The bill authorizes the tribe to enter into agreements with the State of Illinois and local governments. It requires land that is located within the boundaries of the reservation and owned by state and local governments to be managed to protect any human or cultural remains.

S 4840: Protecting Pain-Capable Unborn Children from Late-Term Abortions Act

Protecting Pain-Capable Unborn Children from Late-Term Abortions Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable gestational age of the fetus is 15 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

S 4832: Increase Reliable Services Now Act

Increase Reliable Services Now Act This bill imposes limits on Internal Revenue Service (IRS) enforcement activities and hiring. The bill prohibits the IRS from hiring any person for enforcement activities until the end of a period in which the IRS has maintained for six consecutive months a level of service for accounts management phone lines of not less than 70%, and an average speed of answering phone calls in five minutes or less. The bill also requires that not less than 90% of regular IRS employees perform work in person at their job sites. The bill prohibits the IRS from auditing taxpayers with taxable incomes below $400,000 at a greater rate than before the enactment of this bill. Further, the IRS may not hire additional personnel (other than for return processing activities and call center operations) until its tax return processing backlog is not in excess of 1 million cases and it issues tax refunds within six weeks or less after receipt of a tax return.

Love Lives On Act of 2022 This bill extends various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans, including by extending entitlement to dependency and indemnity compensation to surviving spouses who remarry, continuing eligibility for the Survivor Benefit Plan for certain surviving spouses who remarry, and providing commissary and exchange privileges to surviving spouses, regardless of marital status.

S 4830: A bill to reaffirm actions taken by the Secretary of the Interior for the benefit of Indian Tribes, and for other purposes.

This bill authorizes the Department of the Interior to take land into trust for all federally recognized Indian tribes. Specifically, the bill applies the Indian Reorganization Act to all federally recognized Indian tribes, regardless of when a tribe became recognized. The amendments made by this bill are retroactively effective as if included in the Indian Reorganization Act. This effectively overrules the Supreme Court's decision in Carcieri v. Salazar, which held that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the Indian Reorganization Act was enacted in 1934.

S 4818: A bill to prohibit the use of Federal and local funds to impose or enforce a COVID-19 vaccine mandate in District of Columbia schools, and to repeal the Coronavirus Immunization of School Students and Early Childhood Workers Regulation Amendment Act of 2021 enacted by the District of Columbia Council.

This bill prohibits the District of Columbia (DC) from using federal or local funds to require that students in elementary or secondary schools receive a COVID-19 vaccination. The bill also nullifies the Coronavirus Immunization of School Students and Early Childhood Workers Regulation Amendment Act of 2021 (D.C. Act 24-85), enacted by the DC Council on January 12, 2022.
