HB 1075: Mental health and substance use disorder screening.

Requires each school corporation and charter school to develop a plan to conduct developmentally appropriate evidence based: (1) mental health screening; and (2) substance use disorder screening; for students in kindergarten through grade 12. Establishes notification, consent, and data destruction requirements. Requires the department of education to make available to school corporations and charter schools developmentally appropriate evidence based mental health screening and substance use disorder screening tools and resources.

HB 1093: Student bullying and abusive behavior.

Revises the definition of "bullying". Requires each public school, including a charter school, to track, monitor, and analyze specified aspects of bullying, and provides that a parent of a student or a student, if the student is an emancipated minor, may submit a grievance to the school for a violation of this requirement. Requires each school corporation and charter school to: (1) document and track all acts of bullying and abusive behaviors for analysis; (2) prepare and implement interventions to deter and prevent bullying and abusive behaviors; and (3) compile, prepare, and submit an annual report beginning July 1, 2027, to the department of education, the state board of education, and the legislative council summarizing the information collected. Requires the state board of education to review the report and provide recommendations to certain schools to reduce the frequency of acts of bullying or abusive behaviors. Allows the department of child services to release unredacted reports to a school's designated liaison under certain circumstances.

HB 1094: Uniform recognition of Canadian protection orders.

Codifies the Uniform Recognition and Enforcement of Canadian Domestic Violence Protection Orders Act. Provides procedures for enforcement of a Canadian domestic violence protection order (protection order) by a law enforcement officer and the court. Provides that a protection order may be registered in Indiana.

HB 1154: Hunger-free campus grant program.

Establishes the hunger-free campus grant program (grant program) to provide grants to state educational institutions for purposes of addressing food insecurity among students enrolled in state educational institutions. Provides that the commission for higher education (commission) shall provide a grant under the grant program to a state educational institution if at least one campus is designated by the commission as a hunger-free campus. Establishes criteria that a campus of a state educational institution must meet in order to be designated as a hunger-free campus. Makes an appropriation.

HB 1111: Various utility matters.

Prohibits a utility from charging a customer a reconnection fee to restore terminated service to the customer. Provides that an electric or gas utility may not terminate residential electric or gas service between June 21 and September 23 for residential customers whose residence includes a person who is: (1) 65 years of age or older; or (2) 16 years of age or younger. Requires an electric or gas utility to identify new residential customers who are 62 years of age or older and to provide the identified customers with information concerning relevant assistance programs for seniors. Requires a public utility to provide a residential customer with a bill credit for an electric service interruption.

HB 1083: Lane expansion of I-70.

Requires the Indiana department of transportation to take action necessary to construct one or more additional lanes of traffic across Indiana for: (1) eastbound; and (2) westbound; Interstate Highway 70 in areas of Interstate Highway 70 where there are four lanes of traffic. Makes an appropriation.

HB 1141: Commingling committee funds.

Provides that a person who knowingly or intentionally violates a specified provision by commingling the funds of a committee with the personal funds of an officer, a member, or an associate of the committee commits a Class A misdemeanor. Enhances the penalty to a Level 6 felony if a person commingles at least $50,000 of committee funds.

HB 1101: Regional economic development.

Requires the Indiana economic development corporation (IEDC) to designate 15 economic development regions throughout Indiana. Establishes a regional economic development commission (commission) for each economic development region. Provides for the membership of each commission. Requires each commission to establish or designate a primary administrative entity (entity) to carry out a strategic comprehensive economic development plan for the region. Sets forth the duties of a commission and entity.

HB 1136: Tuition caps.

Provides that the commission for higher education shall determine a tuition rate and mandatory fee cost of living adjustment for specified postsecondary educational institutions. Requires that, except for cost of living adjustments, the tuition rate and mandatory fees at specified postsecondary educational institutions may not increase from the time the student initially enrolls until the student graduates for an undergraduate student who is an Indiana resident.

HB 1128: Prohibited discrimination in housing.

Expands the Indiana fair housing statute to prohibit discrimination on the basis of a person's: (1) source of income; (2) military active duty status; or (3) veteran status. Defines "source of income", "active duty", and "veteran" for purposes of the statute.
