SB 3312: AI SAFETY MEASURES ACT

Creates the Artificial Intelligence Safety Measures Act. Defines "frontier model", "frontier developer", and "large frontier developer". Requires large frontier developers to adopt and publish a frontier AI framework addressing catastrophic risk management, transparency, and cybersecurity. Mandates reporting of critical safety incidents to the Illinois Emergency Management Agency and Office of Homeland Security and establishes civil penalties for noncompliance. Directs the Department of Innovation and Technology to review and recommend updates to definitions and standards. Creates a consortium to develop ILCompute, a public cloud computing resource. Exempts specified information under the Freedom of Information Act. Makes conforming changes to the Freedom of Information Act.

SB 3058: ELEC CD-CYBERSECURITY

HB 4506: ELEC CD-SECURE ELECTIONS FUND

Amends the Election Code. Creates the Secure Elections Infrastructure Fund as a special fund in the State treasury. Provides that, subject to appropriation, moneys in the Fund shall be distributed by the State Board of Elections as grants to election authorities for: voting machine replacement; electronic poll book upgrades; cybersecurity hardening; voter accessibility upgrades; infrastructure for secure ballot transport and storage; and capital improvements to election authority facilities that are necessary to maintain safe, secure, and effective election administration. Provides that the State Board of Elections shall establish and use a formula to distribute moneys in the Fund to election authorities.

HB 4229: HIGHER ED ENROLLMENT FRAUD ACT

Creates the Higher Education Enrollment Fraud Act. Requires the Board of Higher Education to convene a working group to develop policies and procedures for institutions of higher education to prevent fraudulent enrollment in online courses for the purpose of gaining access to financial aid, campus information technology systems, and student support services. Requires each institution of higher education to complete an annual cybersecurity self-assessment of its information technology infrastructure to determine its Information Technology Laboratory score and annually report local and systemwide technology and data security measures that support improved oversight of fraud mitigation, online learning quality, and cybersecurity efforts to the Board. Requires the self-assessment and report to be submitted to the Board by December 15, 2026 and each December 15 thereafter and the Board to compile a report of these submissions and submit that report to the General Assembly by January 15, 2027 and each January 15 thereafter. Includes other information an institution of higher education must submit related to enrollment fraud. Effective immediately.

SB 1512: CONSUMER FIN PROTECTION LAW

Creates the Consumer Financial Protection Law. Creates the Financial Protection Fund. Sets forth provisions concerning findings and purpose, exemptions, administration of the provisions, funds, supervision, registration requirements, consumer protection, cybersecurity, anti-fraud and anti-money laundering, enforcement, procedures, and rulemaking. Defines terms. Makes conforming changes in the Freedom of Information Act and the State Finance Act. Changes the name of the Financial Institutions Code to the Financial Institutions Act. Sets forth additional powers and duties of the Division of Financial Institutions. Sets forth provisions concerning court orders, penalty of perjury, character and fitness of licensees, and consent orders and settlement agreements. Removes specified provisions. Defines terms. Makes other changes. Makes a conforming change in the Collection Agency Act. Amends the Currency Exchange Act, the Sales Finance Agency Act, the Debt Management Service Act, the Consumer Installment Loan Act, and the Debt Settlement Consumer Protection Act. Changes application, license, and examination fees. Effective January 1, 2026.

HB 3576: WATER UTILITY CYBERSECURITY

Amends the Public Utilities Act. Provides that, within 120 days after the effective date of the amendatory provisions, each water purveyor shall develop a cybersecurity program that defines and implements organizational accountabilities and responsibilities for cyber risk management activities, and establishes policies, plans, processes, and procedures for identifying and mitigating cyber risk to its public community water system. Provides that, within certain time periods after the effective date of the amendatory provisions, a water purveyor shall create a cybersecurity incident reporting process; obtain a cybersecurity insurance policy that meets certain standards; reasonably conform to the most recent version of one or more of specified industry-recognized cybersecurity frameworks; submit a compliance report; submit an incident report; and submit an annual status report. Sets forth provisions concerning violations of the amendatory provisions and rulemaking abilities of the Department of Natural Resources and the Illinois Commerce Commission. Makes other changes.

SB 1363: CYBERSECURITY TRAINING

Amends the State Officials and Employees Ethics Act. Requires each officer, member, and employee to complete, at least annually, a cybersecurity training program, with certain requirements. Requires each ultimate jurisdictional authority to submit to the applicable Ethics Commission, at least annually, a report regarding that training, with certain requirements.
