Creates the Transportation Network Driver Labor Relations Act. Defines "transportation network driver" as an individual who operates a motor vehicle that: (i) is owned, leased, or otherwise authorized for use by the individual; (ii) is not a taxicab or for-hire public passenger vehicle; (iii) is used to provide transportation network company services; and (iv) operates under the license of a transportation network company. Provides that transportation network drivers have the right of self-organization, to form, join, or assist transportation network driver organizations, and to bargain collectively. Sets forth provisions concerning unfair work practices; the prevention of unfair work practices; the designation of bargaining representatives; administrative fees; bargaining, impasse resolution procedures, and final determinations by the Department of Labor; applicability of other labor standards; rulemaking; and public records. Amends the Freedom of Information Act and the Labor Dispute Act to make conforming changes. Effective immediately.

Amends the Illinois State Police Act. Provides that the Illinois State Police Merit Board is bound by the terms and conditions of any collective bargaining agreement in place between the Illinois State Police and its employees.

Amends the Prevailing Wage Act. Restores certain provisions of the Act to the form in which they existed before Public Act 104-17 took effect. Provides that nothing in the Act prohibits the payment of wages and fringe benefits for work performed under the Act that is based upon the craft and the skill level of the laborers, mechanics, or other employees who perform the work if the wages and fringe benefits are established and are paid in accordance with a collective bargaining agreement or understanding between an employer or an employer association and a bona fide labor organization for work performed of a similar character in the locality in which the work is performed. Effective July 1, 2026.

Amends Illinois Income Tax Act. Creates a legacy tax credit for businesses that are headquartered in the State. Creates an employee tax credit and a collective bargaining employee tax credit. Effective immediately.

Amends the Illinois Works Job Program Act. Establishes the Illinois Municipal Works Preapprenticeship and Service Trainee Program to be administered by the Department of Commerce and Economic Opportunity. Provides that the goal of the Program is to create a network of community-based organizations within the region served by Morton College that will recruit, prescreen, and provide preapprenticeship and service trainee skills training to create a qualified, diverse pipeline of workers who are prepared for careers in the construction and building trades and in the union service trades that have collective bargaining agreements with municipalities, the health care sector, and other service sectors. Creates the Illinois Municipal Works Preapprenticeship and Service Trainee Fund. Provides that the Fund shall be administered by the Department. Provides that the Fund shall be used to provide funding directly to Morton College and, through Morton College, to trade unions, municipal employers, health care employers, and other service sector employers who are associated with the Program. Provides that every July 1, $250,000 shall be transferred from the Rebuild Illinois Projects Fund to the Illinois Municipal Works Preapprenticeship and Service Trainee Fund. Sets forth an annual report for Morton College. Provides for bid credits for employing apprentices who have completed the Program. Amends the Public Community College Act. Provides that the Illinois Community College Board shall monitor the Program. Provides that, by no later than July 1, 2031, the State Board shall recommend legislation to the General Assembly that will, based upon the experience of Morton College, establish and fund an Illinois Pipeline for the Advancement of the Union Service Workforce Program. Effective immediately.

Amends the Employment of Teachers Article of the School Code. In a provision requiring a school board, before setting a hearing on charges stemming from causes that are considered remediable, to give a teacher reasonable warning, in writing, stating specifically the causes that, if not removed, may result in charges, allows a teacher to grieve the issuance of such warning pursuant to the applicable collective bargaining agreement to determine whether the board had just cause in issuing the warning. Requires the written warning to narrowly specify the nature of the alleged misconduct that needs to be remedied. Provides that under no circumstances may the written warning remain effective for longer than 4 years from the date of the issuance of the written warning. Requires the school district to use reasonable efforts to remove the written warning from the teacher's personnel file after the 4 years have elapsed or sooner if agreed to through the exclusive bargaining representative, with an exception. Effective immediately.

Amends the Rehabilitation of Persons with Disabilities Act. Requires direct service workers employed by the Department of Human Services, or an agency contracted with the Department, to provide services under the Home Services Program to complete at least 2 hours of dementia training at the start of their employment and annually thereafter. Requires the training to cover subjects concerning Alzheimer's disease and dementia, safety risks, and communication and behavior. Requires the Department to provide contractors with dementia training curriculum on the required subjects. Provides that any other laws or rules that impose more rigorous dementia training for direct service workers under the Home Services Program shall apply. Exempts from the training requirements direct service workers who provide proof that they obtained equivalent dementia training in compliance with another law or rule. For personal assistants covered by a collective bargaining agreement, requires the Department to establish, in consultation with the joint training committee created under the collective bargaining agreement, different parameters and specific topics for curriculum covering dementia training.

Amends the Illinois Freedom to Work Act. Provides that any covenant not to compete or covenant not to solicit entered into after the effective date of the amendatory Act shall not be enforceable with respect to individuals employed by health care facilities as health care professionals in the State regardless of whether an individual is covered by a collective bargaining agreement. Effective immediately.
