Declares May 2026 as ALS Awareness Month and urges all Americans to join in supporting ALS research, advocating for increased funding, and standing in solidarity with those affected by this relentless disease.

Declares May 12, 2026 as Myalgic Encephalomyelitis Awareness Day. Encourages increased public education and awareness efforts regarding Myalgic Encephalomyelitis, support for individuals and families affected by the disease, and continued attention to research and health care initiatives aimed at improving diagnosis, treatment, and quality of life for those living with ME.

Declares May 3 through May 9, 2026 as Tardive Dyskinesia Awareness Week (TDAW) in the State of Illinois. Expresses support for TDAW in recognition of the importance of early detection and intervention to improve outcomes for people living with mental health conditions and prescribed antipsychotics. Expresses support towards efforts to raise awareness about the causes and symptoms of tardive dyskinesia (TD) and the importance of routine TD screening.

Amends the Illinois Insurance Code. Provides that any individual or group policy of accident or health insurance that is delivered, extended, renewed, or modified after January 1, 2027 must provide coverage for at least one 6-month supply of each of the following for each infant covered by the policy: an early egg allergen introduction dietary supplement prescribed by a health care practitioner; and an early peanut allergen introduction dietary supplement prescribed by a health care practitioner. Provides that the coverage shall be provided without cost-sharing, except to the extent the cost-sharing limitation would cause a catastrophic plan to fail to be treated as a catastrophic plan under the Patient Protection and Affordable Care Act or would keep a high-deductible health plan from being treated as a high-deductible health plan or to the extent the cost-sharing limitation would disqualify the plan from a health savings account. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Voluntary Health Services Plans Act, and the Medical Assistance Article of the Illinois Public Aid Code to require that coverage. Effective immediately.

Encourages the Administrative Office of the Illinois Courts, acting through the Illinois Judicial College, to develop, approve, and offer a continuing legal education program for GALs serving in family law and juvenile matters that includes, at a minimum, instruction regarding chronic medical conditions affecting children, training addressing the distinction between medical advocacy and parental conflict, guidance on appropriate consultation with treating medical professionals, education concerning treatment adherence and risk assessment, and instruction regarding the ethical limits of a GAL's medical opinions. Encourages the Administrative Office of the Illinois Courts to promote participation in such training to GALs statewide and to communicate this recommendation to the Chief Judge of each judicial circuit for consideration in appointment and continued service determinations.

Declares March 11, 2026 as Registered Dietitian Nutritionist Day. Encourages all residents of Illinois to recognize the valuable contributions of registered dietitian nutritionists and express their appreciation for their commitment to promoting science-based nutrition to improve health outcomes today and in the future.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for dates of service on and after January 1, 2027, the Department of Healthcare and Family Services must increase the base per diem rate for inpatient general acute services for children's specialty hospitals that are not eligible for payments under the hospital assessment programs under the Hospital Provider Funding Article of the Code. Provides that the increase must consider the difference between children's specialty hospitals receiving hospital assessment payments and how to make rates more comparable. Permits the Department to consider spreading the increase over 3 calendar years. Effective January 1, 2027.

Amends the Behavior Analyst Licensing Act. Adds an occupational therapist to the individuals that the Act does not prohibit from performing or advertising activities that are considered to be the practice of applied behavior analysis under the Act. In provisions concerning unlicensed practice, provides that any member, partner, shareholder, director, officer, holder of any other ownership interest, or agent of a business organization providing behavior analysis services who makes clinical decisions regarding patient care without being licensed or exempt under the Act shall be deemed to have violated the provisions. Repeals a provision concerning license restrictions and limitations. Amends the Professional Service Corporation Act. Adds the practice of applied behavior analysis by persons licensed under the Behavior Analyst Licensing Act to the list of personal services that, when combined, constitute "related professions" and "related professional services". Amends the Professional Limited Liability Company Act. Adds the practice of applied behavior analysis by behavior analysts and assistant behavior analysts licensed under the Behavior Analyst Licensing Act to the list of professional services that may be combined under a single professional limited liability company. Makes other changes. Effective immediately.

Amends the Illinois Insurance Code. Provides that a health insurance issuer that delivers, issues for delivery, or renews in this State a health insurance policy shall not discriminate with respect to participation under the health insurance policy against a health care professional who is acting within the scope of the health care professional's license or certification under applicable State law. Provides that a health insurance issuer is not required to contract with any health care professional willing to abide by the terms and conditions for participation established by the health insurance issuer. Provides that a health insurance issuer is not prohibited from establishing varying reimbursement rates based on quality or performance measures.
