Creates the Community College Economic Empowerment Act. Requires the Illinois Community College Board to provide an additional $1,000,000 per year in funding to community college districts whose primary campus is located within an enterprise zone, a HUBZone, or 2 miles of an opportunity zone; defines these zones. Establishes qualifications for funding. Requires each community college district that receives additional funds to submit an annual report to the Board. Requires the Board to submit a compiled annual report to the General Assembly. Provides that implementation of the Act is subject to appropriation. Contains a severability clause. Effective immediately.

Creates the Hispanic-Serving Institutions Task Force Act. Creates the Hispanic-Serving Institutions Task Force. Sets forth provisions regarding administrative support, membership, compensation, meetings, and hearings. Requires the Task Force to assess the current landscape of Hispanic-serving institutions and emerging Hispanic-serving institutions in the State; identify barriers to student access, retention, and completion; review existing State policies and accountability frameworks to determine their impact on Hispanic-serving institutions and their students' success; examine best practices from other states related to supporting Hispanic-serving institutions; develop recommendations to improve access to and success in higher education for students, strengthen institutional capacity, improve coordination between State agencies and Hispanic-serving institutions, align Hispanic-serving institutions' efforts with State workforce and economic development priorities, and consider the feasibility of creating a permanent State initiative, designation, or funding mechanism to support Hispanic-serving institutions. Requires the Task Force to submit a written report to the Governor and the General Assembly on the Task Force's findings and recommendations for legislative, administrative, or budgetary action. Requires the Board of Higher Education and the Illinois Community College Board to each post the report on their respective public websites. Dissolves the Task Force upon the submission of its report to the Governor and General Assembly. Repeals the Act on January 1, 2029. Effective immediately.

Amends the Illinois Early Learning Council Act. Makes changes in provisions concerning the purpose of the Illinois Early Learning Council. Provides that the Secretary of Early Childhood or the Secretary's designee shall serve as co-chairperson of the Council. Provides that the governor shall appoint to the Council parents and caregivers of children 5 years of age or under. Provides that the Department of Early Childhood shall provide staffing and administrative support to the Council. Sets forth provisions concerning conflicts of interest. Amends the Early Childhood Access Consortium for Equity Act. Provides that specified members of the advisory committee to the Early Childhood Access Consortium shall be appointed by the Department of Early Childhood.

Makes appropriations for the ordinary and contingent expenses of the Illinois State Board of Education for the fiscal year beginning July 1, 2026, as follows: General Funds $10,720,733,500; Other State Funds $93,575,900; Federal Funds $4,398,349,500; Total $15,212,658,900.

Amends the Public Higher Education Act. Requires a public institution of higher education to make fentanyl testing strips available free of charge through the student health center, a student wellness office, wellness kiosks, and resident assistant programs. Provides that fentanyl testing strips shall be provided in confidentiality to any enrolled student upon request. Allows a public institution of higher education to offer educational materials addressing drug overdose prevention. Effective July 1, 2026.

Creates the Food Reform to Ensure Student Health Act. Requires each school district in the State to begin to eliminate ultraprocessed foods of concern and restricted school foods by July 1, 2029. Provides that, beginning July 1, 2032, a vendor may not offer to a school either an ultraprocessed food of concern or a restricted school food. Requires food vendors to report to the Department of Public Health certain information about ultraprocessed foods of concern and restricted school foods that they have sold to schools. Requires the Department, in consultation with the State Board of Education, to submit to the General Assembly and Governor annual summary reports of the data submitted to it by food vendors. Directs the Department to post these reports on its website. Requires the Department of Public Health to adopt rules establishing definitions of the terms "ultraprocessed foods of concern" and "restricted school foods" for purposes of these requirements. Requires the Department to review those rules and, if needed, update them every 5 years. Requires the Department to consult with the State Board of Education and to provide compliance training for school food service and procurement staff. Describes the topics to be covered by the Department in the training. Provides for the repeal of the Act on January 1, 2034. Amends the State Mandates Act to require implementation without reimbursement.

Makes appropriations for the ordinary and contingent expenses of the Illinois State University for the fiscal year beginning July 1, 2026, as follows: General Funds $82,997,100; Other State Funds $30,000; Total $83,027,100.

Makes appropriations for the ordinary and contingent expenses of the Northeastern Illinois University for the fiscal year beginning July 1, 2026, as follows: General Funds $42,401,300.

Amends the Educator Licensure Article of the School Code with respect to the Illinois Teaching Excellence Program. Provides that a maximum of $2,000 (rather than $1,000) shall be given as monetary assistance and incentives toward the National Board for Professional Teaching standards' renewal application fee. Removes other monetary assistance and incentives. Provides that the State Board of Education shall provide an annual stipend of $4,000 for up to 5 years to teachers who hold current National Board for Professional Teacher Standards certification. Provides that to receive the $4,000 annual stipend, the National Board certified teacher must be employed as a public school teacher and must hold a valid National Board for Professional Teacher Standards certificate throughout each year of the stipend. Provides that if there are adequate funds available, mentoring programming must be made available to support qualified educators in their pursuit of National Board certification. Sets forth specific incentives, and provides that funds may also be used for (i) professional development training provided by National Board certified teachers or (ii) instructional leadership training for qualified educators interested in supporting implementation of the Illinois Learning Standards or teaching and learning priorities of the State Board of Education or both. Provides that the selection of teachers who hold both a National Board for Professional Teaching Standards designation and a current corresponding certificate issued by the National Board for Professional Teaching Standards shall be encouraged for other mentoring programs.
