Amends the Illinois State Police Law. Provides that the Division of Patrol shall enforce the motor carrier safety provisions of the Illinois Vehicle Code and serve as the lead State agency for administering the commercial vehicle safety plan of the Federal Motor Carrier Safety Administration. Adds human trafficking, sexual assault, and sexual abuse in-service training requirements for Illinois State Police officers. Provides that the Division of Statewide 9-1-1 shall cooperate with federal and State authorities that are engaged in aeronautics and that request to use the Illinois State Police's radio network system. Provides that the State Police shall maintain a statewide statistical police contact recordkeeping system (rather than develop a separate statewide statistical police recordkeeping system) for the study of juvenile delinquency. Provides that, with the permission (rather than written permission) of a child's parent or guardian, the Illinois State police may collect (rather than retain) the fingerprints or DNA (rather than only the fingerprint record) of the child. Specifies that the fingerprints or DNA may be retained by the child's parent or guardian and later used for specified purposes. Amends the Intergovernmental Drug Laws Enforcement Act. Provides that a Metropolitan Enforcement Group may enforce crimes concerning terrorism and threats to public officials and human service providers. Amends the Code of Criminal Procedure of 1963. In provisions concerning criminal prosecutions for violations of the Cannabis Control Act, the Illinois Controlled Substances Act, or the Methamphetamine Control and Community Protection Act and criminal prosecutions for reckless homicide, or driving under the influence of alcohol, other drug, or combination of both, or in any civil action held under a statutory summary suspension or revocation hearing, deletes provisions requiring specified information to be attached to laboratory report from the Illinois State Police, Division of Forensic Services. Amends the Freedom from Drone Surveillance Act. In provisions requiring the chief executive officer of a law enforcement agency to report the use of a drone to the State's Attorney under specified circumstances, adds language allowing the report to be made by the chief executive officer's designee. Makes other and conforming changes. Effective immediately.

Amends the Unified Code of Corrections. Provides that if the county jail located in the county where the committed person was residing immediately before his or her conviction for the offense for which he or she is serving sentence in the Department of Corrections has a reentry program for committed persons, the Department of Corrections shall reimburse the county for any expenses incurred in the transfer of the committed person to the sheriff of the county where the reentry program is located, including the housing of the committed person transferred to the reentry program.

Creates the Victim Centered Approach Pilot Program Act. Provides that the Lake County State's Attorney shall develop a program to represent noncitizen victims of violent crimes in the filing of victim remedies before the United States Citizenship and Immigration Services Office administrative body. Provides that the Lake County State's Attorney shall use any funding provided to the pilot program to represent or give counsel to 50 noncitizen victims annually for the next 5 years who were victimized by violent crimes in Lake County. Provides that the to be eligible for assistance under the program, an individual must: (1) be a noncitizen victim, who has never been placed in removal proceedings; (2) have suffered a violent crime in Lake County; and (3) not be barred from the immigration remedies before the administrative body. Amends the Counties Code. Provides that, in counties with a population of more than 500,000, a State's Attorney may act, without fee or appointment, as an attorney to a noncitizen victim in an immigration case only if the noncitizen victim was victimized within the county the State's Attorney serves and is located within the geographic boundaries of the county served by the State's Attorney.

Amends the Illinois Insurance Code. In a provision requiring policies of group accident and health insurance to provide coverage for certain examination and testing services provided to a victim of specified criminal offenses, prohibits the policy from imposing a deductible, coinsurance, copayment, or any other cost-sharing requirement on the coverage provided, except to the extent that the coverage would disqualify a high-deductible health plan from eligibility for a health savings account under the Internal Revenue Code. Effective January 1, 2026.

Calls for the release of all files related to the crimes of Jeffrey Epstein and his alleged accomplices with redactions limited solely to shielding the identities of survivors as outlined in the Epstein Transparency Act. Further calls for the appointment of a special prosecutor independent of the Trump Administration's influence to review prosecution decisions stemming from the Epstein investigation to investigate whether the Trump Administration illegally redacted or withheld documents to shield individuals for political purposes.

Creates the End Gun Violence in Disproportionately Impacted Areas Task Force to study, analyze data, make recommendations, and develop policy proposals addressing the root causes of violence and resulting trauma to drastically reduce gun violence in disproportionately impacted areas.

Condemns the acts of excessive and deadly force deployed by federal agents of Immigration and Customs Enforcement (ICE), Customs and Border Patrol, Homeland Security Investigations, and others operating under the direction of President Donald J. Trump and Department of Homeland Security Secretary Kristi Noem. Calls for a fully independent investigation into all Department of Homeland Security-involved shootings, killings, and deaths in custody. Calls for the appointment of an independent counsel to prosecute agents, administrators, and political appointees found to have committed, directed, or covered up these acts of violence. Calls for the immediate resignation of Secretary Kristi Noem and calls for her immediate impeachment if she refuses to resign.

Amends the Juvenile Court Act of 1987. Makes technical changes in a provision that states if the minor is in the custody of the Illinois Department of Children and Family Services, pursuant to an order entered under the Delinquent Minors Article of the Act, the court shall conduct permanency hearings as set out in the court review provisions of the Abused, Neglected, or Dependent Minors Article of the Act.

Reaffirms the right to due process as the bedrock of a fair judicial system. Condemns racial profiling and the violent tactics that are eroding trust in all of law enforcement. Condemns the lawless actions of the Trump Administration that have defied local and constitutional laws and denied people of all types of immigration status their rights to due process.

Amends the Unified Code of Corrections. Creates the Juvenile Detention Center Strategic Utilization Task Force to review and study the necessity of juvenile detention centers, complaints that arise out of the county juvenile detention centers in the State, and community-based alternatives to juvenile detention. Includes provisions about Task Force membership and duties. Provides that on or before January 1, 2026, the Task Force shall publish a final report of its findings and recommendations. Repeals the provisions on January 1, 2027. Effective immediately.
