Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to 10% of the manufacturing capital expenditures incurred by the taxpayer during the taxable year or, if the taxpayer is located in a rural or economically challenged area, 15% of those expenditures. Provides that the total amount of credits awarded under these provisions may not exceed $10,000,000 for any particular taxpayer in any taxable year, except that, if the capital investment is made in a rural or economically challenged area, then the maximum amount awarded for any particular taxpayer in any taxable year shall be $20,000,000. Effective immediately.

Amends the Senior Citizens Real Estate Tax Deferral Act. Provides that the real estate taxes deferred under the Act and taxes paid by the Department of Revenue under the Act, together with all interest and costs that may accrue on those amounts, shall be a prior and first lien on the property until the deferred taxes, interest, and costs are paid. Provides that the tax deferral and recovery agreement with the collector shall expressly state that those amounts are a prior and first lien. Effective immediately.
Creates the Circuit Breaker Property Tax Relief Act. Provides that an individual: (i) who is domiciled in this State; (ii) who is eligible for and receives either the general homestead exemption or the general alternative homestead exemption; (iii) who has experienced property tax bill spikes; and (iv) who has an income that meets a specified income eligibility limitation is eligible for a grant of a portion of the person's property tax bill spike. Provides that the maximum amount of grant to which a claimant is entitled is 50% of the claimant's tax bill spike. Creates the Circuit Breaker Property Tax Relief Fund for the purpose of making grants to claimants. Amends the State Finance Act to make conforming changes. Effective immediately.
Amends the Illinois Enterprise Zone Act. Provides that, if a municipality has adopted an enterprise zone pursuant to the Act and subsequently establishes a redevelopment project area pursuant to the Tax Increment Allocation Redevelopment Act, the municipality may provide for a partial abatement of taxes for property located within both the enterprise zone and the redevelopment project area. Provides that, if a municipality has established a redevelopment project area pursuant to Tax Increment Allocation Redevelopment Act and subsequently adopts an enterprise zone that includes property within the redevelopment project area, the municipality may provide for a partial abatement of taxes for property located within both the enterprise zone and the redevelopment project area. Amends the Statewide Innovation Development and Economy Act. Provides that certain local hotel taxes are considered local taxes for purposes of the Act.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that the credit against withholding that is awarded to taxpayers who are primarily engaged in the recycling and melting of steel products and in the manufacturing of new steel wire and rod products shall be 100% of the amount of withholding.
Creates the Community College Economic Empowerment Act. Requires the Illinois Community College Board to provide an additional $1,000,000 per year in funding to community college districts whose primary campus is located within an enterprise zone, a HUBZone, or 2 miles of an opportunity zone; defines these zones. Establishes qualifications for funding. Requires each community college district that receives additional funds to submit an annual report to the Board. Requires the Board to submit a compiled annual report to the General Assembly. Provides that implementation of the Act is subject to appropriation. Contains a severability clause. Effective immediately.
Amends the Enterprise Zone Act. Provides that certain credits related to high impact businesses do not apply on or after the effective date of the amendatory Act. Amends the Illinois Income Tax Act. Provides that a construction jobs credit does not apply for taxable years ending on or after the effective date of the amendatory Act. Provides that a high impact business construction jobs credit does not apply for taxable years ending on or after the effective date of the amendatory Act. Makes changes concerning the business interest deduction. Creates an addition modification for the federal deduction for domestic research or experimental expenditures. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Makes changes concerning incentives for biodiesel, renewable diesel, and biodiesel blends. Makes other changes.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an election to claim the credit against the taxpayer's withholding tax liability also applies to certain taxpayers that are primarily engaged in the business of pharmacy, health, and wellness and that have a corporate headquarters and distribution centers located in Illinois.
Amends the Statewide Innovation Development and Economy Act. Creates a New Opportunities for Vacation and Adventure Urban District or NOVA urban district. Sets forth the capital investment and job creation requirements to be certified as a NOVA urban district. Amends the Property Tax Code. Creates the Megaproject Assessment Freeze and Payment Law. Provides that property that receives a megaproject certificate from the Department of Commerce and Economic Opportunity is eligible for an assessment freeze. Contains provisions concerning megaproject incentive agreements.
