Amends the Illinois Vehicle Code to authorize the Director of the Illinois Emergency Management Agency (rather than Commerce and Economic Opportunity) to make grants of moneys from the September 11th Fund. Effective immediately.
Amends the Higher Education Student Assistance Act. Requires the Illinois Student Assistance Commission to implement and administer a teacher scholarship program, to be known as the Teach Illinois Scholarship Program. Requires the Commission to annually award scholarships to persons preparing to teach in areas of identified staff shortages. Requires the recipient to accept employment to teach in an elementary or secondary school in Illinois in an area of identified staff shortage for a period of at least 5 years.
Amends the Code of Criminal Procedure of 1963. Provides that in all counties with a population of less than 1,000,000 no more than 2 Grand Juries (instead of 1 Grand Jury in counties of 225,000 or less) shall sit at the same time.
Makes appropriations to the Department of Financial Institutions for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the Nursing Home Care Act. Makes a technical change in a Section concerning definitions.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Children's Health Insurance Program Act. Requires the Department of Public Aid to request any necessary waivers of federal requirements in order to allow receipt of federal funding for screening for mental illness in at-risk children, including but not limited to homeless youth, juvenile offenders, and those with special health needs who might not otherwise be eligible under this Act. Effective immediately.
Amends the Uniform Child Custody Jurisdiction and Enforcement Act. Makes a technical change in a Section concerning cooperation between courts and preservation of records.
Creates the Rental Housing Support Program Act. Provides for grants from the Illinois Housing Development Authority to local administering agencies to provide subsidies for landlords to charge rent affordable for low-income tenants. Also provides for grants from the Illinois Housing Development Authority to developers of affordable rental housing. Sets forth criteria for the awarding of grants. Requires the Authority to establish an operating reserve for the program. Amends the State Finance Act to create the Rental Housing Support Program Fund, a special fund in the State treasury. Amends the Counties Code. Provides that the county recorder shall collect a $10 surcharge for the recordation of any real estate-related document, one dollar of which shall be retained by the county and $9 of which shall be deposited into the Rental Housing Support Program Fund. Effective January 1, 2005.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
Creates the FY2005 Budget Implementation Act. Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2005 budget recommendations.
Amends the Counties Code and the Property Tax Code. Creates the Office of Tax Administration within the office of the Cook County treasurer for the purpose of consolidating all functions of county government related to tax administration. Transfers to the treasurer (i) all functions, duties, and powers and all employees, records, and property of the assessor and (ii) all tax administration-related functions, duties, and powers and certain employees, records, and property of the clerk, recorder, and auditor. Provides that the county assessor elected in 2002 shall serve as an advisor to the treasurer on all tax-related matters. Provides that no vacancy in the office of assessor shall be filled, either by election or appointment.
