Amends the Agricultural Fair Act. Makes a technical change in a Section concerning the short title.
Amends provisions of the Illinois Insurance Code setting forth coverage requirements that apply to programs of health benefits and benefits for State, municipal, county, and school employees, group or individual policies of accident and health insurance, managed care plans, and health services plan corporations. Requires coverage for an examination and laboratory test screening for the early detection of cervical cancer. Amends the Health Maintenance Organization Act. Requires coverage for an annual cervical smear, examination, and laboratory test screening for the early detection of cervical cancer for women and an annual digital rectal examination and a prostate-specific antigen test for men. Effective immediately.
Amends the Unemployment Insurance Act. Makes a stylistic change in provisions concerning voluntary leaving.
Appropriates $2 from the General Revenue Fund to the Office of the State Fire Marshal for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Criminal Code of 1961. Makes a technical change in the unlawful use of weapons statute.
Amends the Agricultural Areas Conservation and Protection Act. Makes technical changes in a Section concerning the short title.
Amends the Unified Code of Corrections. Makes a technical change to a Section concerning protection of persons.
Amends the Election Code. Makes technical changes in a Section concerning the continuation of prior laws.
Creates the Comptroller Debt Collection Act. Contains a short title only.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Amends the Illinois Building Commission Act. Provides that the Commission shall consist of 15 Board members (now 11), the additional members to be legislators appointed by the legislative leaders. Provides guidelines for the creation of subcommittees and the selection of subcommittee members. Provides for the Commission to appoint an Executive Director from a list of persons nominated by the governor. Makes other various changes.
Amends the State Employee and Downstate Teacher Articles of the Illinois Pension Code. Provides an early retirement benefit program for certain persons who leave active service on or after January 1, 2003 and before January 1, 2005. Effective immediately.
