Amends the Clerks of Courts Act. Makes a technical change to a Section concerning fees for automated record keeping.

HB 6959: INCOME TAX-ETHANOL CREDITS

Amends the Illinois Income Tax Act. Creates a $2,000 tax credit for each taxpayer who purchases a new E85 ethanol powered motor vehicle for each vehicle purchased during the taxable year. Creates a $10,000 tax credit for each motor fuel retailer who installs one or more new E85 ethanol fuel dispensing pumps at his or her motor fuel retail store in Illinois during the taxable year. Provides that each of the credits applies to taxable years ending on or after December 31, 2004 and on or before December 30, 2009. Provides that the credits may not reduce the taxpayer's liability to less than zero. Effective January 1, 2005.

SB 124: OPTOMETRY-OCULAR PHARM AGENTS

Amends the Illinois Optometric Practice Act of 1987. Requires all applicants for license renewal after January 1, 2030 (rather than January 1, 2006) to apply for and maintain certification to use therapeutic ocular pharmaceutical agents. Effective immediately.

HB 1182: JUV CT-DELINQUENCY

Amends the Juvenile Court Act of 1987. Permits the court to try a minor as delinquent who would otherwise under statute be automatically tried as an adult, after a hearing and a determination by the court that certain mitigating factors are present (rather than just in cases involving certain controlled substance violations).

SB 1465: BUILDERS APPEAL ACT

Creates the Builders' Appeal Act. States that the purpose is to provide expeditious relief from local ordinances and regulations that inhibit the construction of affordable housing needed to serve low-income and moderate-income households in this State. Allows local approving authorities to issue a comprehensive permit to a developer of affordable housing. The comprehensive permit includes all local government approvals or licenses, except a building permit. Requires a hearing on an application. Sets forth requirements for approving a comprehensive permit. Creates a State Housing Appeals Board to hear appeals of decisions of a local approving authority. Contains other provisions.

HB 6631: CONSUMER FRAUD-REBATES

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that, if a seller, manufacturer, distributor, or other person offers a rebate on the retail purchase of a product in this State, the rebate must be given to the consumer by the seller at the time the consumer purchases the product, in the form of a reduction of the selling price. Provides that a seller, manufacturer, distributor, or other person that offers a rebate on the retail purchase of a product in this State may not impose, as a condition of receiving the rebate, a requirement that the consumer submit, by mail or any other means, any proof of purchase, receipt, form, documentation, or other information or tangible thing after purchasing the product. Provides that a violation is an unlawful practice within the meaning of the Act.
