Amends the Illinois Insurance Code. Provides that specified notices of cancellation of insurance must be mailed at least 30 days prior to the effective date of cancellation to the named insured if the effective date of cancellation is within the first 60 days of coverage. Provides that, after the coverage has been effective for 61 days or more, all notices must be mailed at least 60 days prior to the effective date of cancellation. Makes conforming changes. Creates the Climate Risk Disclosure Article. Provides that the Article applies to all companies licensed in Illinois under Classes 2 and 3 that write $100,000,000 or more annually in premiums. Allows the monetary threshold to be altered by rule. Requires all insurers subject to the Article to, upon direction from the Department of Insurance, participate in National Association of Insurance Commissioners issued climate surveys and Department issued climate surveys.
Declares March 31, 2026 as Farmworkers Day in the State of Illinois in recognition of the essential contributions and sacrifices of farmworkers past and present. Recognizes the multiracial, intergenerational coalition of workers, including men, women, and children, whose collective action transformed labor rights in this country. Honors the courage, resilience, and contributions of farmworkers in the State of Illinois and across the United States.
Declares March 26, 2026 as Equal Pay Day in the State of Illinois. Encourages the citizens of this State to learn about the pay gap that women experience in society and to learn about these various dates that bring attention to the pay gap that specific groups experience.
Declares April 10, 2026 as Dolores Huerta Day in the State of Illinois in recognition of Dolores Clara Fernandez Huerta's lifelong commitment to justice and her enduring impact on generations of activists and working families. Commends Dolores Huerta for her extraordinary contributions to civil rights, labor rights, gender equity, and social justice. Recognizes her resilience in sharing her story and her commitment to uplifting the experiences of women whose narratives have too often been overlooked.
Amends the Illinois Vehicle Code. Allows the Secretary of State, upon receipt of all applicable fees and applications made in the form prescribed by the Secretary, to issue special registration plates designated as autism and neurodivergent plates to residents of the State who are autistic or neurodivergent or who are parents of children who are autistic or neurodivergent. Provides that the plates shall display the Just Bee icon used for identification of autistic or neurodivergent individuals. Provides that in all other respects, the design, color, and format of the plates shall be within the discretion of the Secretary. Requires an original certificate from a licensed physician that certifies the applicant, or the applicant's child, as autistic or neurodivergent to accompany each application.
Amends the School Code. Requires the State Board of Education to, on or before January 1, 2027, submit a report to the General Assembly regarding the status and availability of agricultural education programs in the State. Effective immediately.

Amends the Criminal Code of 2012. Combines harassment by telephone and harassment through electronic communications into one statute. Provides that a person also commits the offense by knowingly making any comment, request, suggestion, or proposal with the intent to harass another and that comment, request, suggestion, or proposal is not necessary to accomplish a purpose that is reasonable under the circumstances, that would cause a reasonable person emotional distress and does cause emotional distress to another.
Recognizes and affirms the profound importance of service animals in supporting the safety, health, independence, and academic success of students with disabilities across Illinois. Encourages all Illinois school districts to continue fostering respect for individuals who use service animals and to promote awareness of the rights and responsibilities established under federal and state law. Urges state agencies, including the Illinois State Board of Education, to review existing policies, administrative rules, oversight practices, and enforcement mechanisms to ensure that all Illinois schools fully comply with disability rights laws governing service-animal access, including appropriate staff training, consistent implementation, and timely resolution of barriers or complaints.
Amends the Illinois Finance Authority Act. Makes changes concerning the fire truck revolving loan program, the fire station revolving loan program, and the ambulance revolving loan program. Provides that those loans shall be paid out of certain locally held funds established by the Illinois Finance Authority. Provides that loans for the purchase of fire trucks may not exceed $750,000 per truck. Provides that loans for the purchase of ambulances may not exceed $350,000 to any fire department, fire protection district, or non-profit ambulance service. Makes other changes.
SR 461 declares April 2026 as Prescribed Burning Awareness Month in Illinois. This resolution expresses support for the appropriate and continued use of prescribed fire within the state.
