HB 4715: POLICE MENTAL HEALTH LEAVE ACT

Creates the Police Mental Health Leave Act. Provides that a law enforcement officer suffering from a mental illness as a result of a traumatic event shall be entitled to use 5 days of paid mental health leave during any 12-month period. Requires a law enforcement agency to adopt a mental health leave policy that includes specified provisions. Sets forth provisions concerning existing leave policies; employee protections; retaliation; and recordkeeping. Provides for a private right of action.

HB 4324: CILA PER DIEM REIMBURSEMENT

Amends the Community-Integrated Living Arrangements Licensure and Certification Act. In provisions concerning per diem reimbursement for a community-integrated living arrangement provider, provides that, if it is determined by third-party medical personnel that a resident that required a medical absence is unable to return to the community-integrated living arrangement, or if the resident dies during the medical absence, the provider shall receive 100% of the per diem reimbursement for up to 20 medical absence days. Effective immediately.

HB 4238: MEDICAID-SLF-DEMENTIA CARE

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, subject to federal approval, beginning January 1, 2027, any individual age 22 to 64 who is diagnosed as having Alzheimer's disease or a related dementia and is determined to be a person with a disability by the Social Security Administration shall be eligible for services in a supportive living dementia care setting if the individual meets all other eligibility requirements to receive services in a supportive living dementia care setting in accordance with specified administrative rules. Requires the Department of Healthcare and Family Services to apply for any federal waiver necessary to implement the amendatory Act. Effective immediately.

SB 1452: CHICAGO BOARD EDU-COMPENSATION

SB 1452 amends Illinois' School Code to allow the Chicago Board of Education to establish compensation for its members through a formal resolution. Currently, board members serve without pay but receive expense reimbursements; this bill would authorize the Board to set salaries or other compensation if it chooses. The change directly affects Chicago Public Schools board members, who would no longer be required to serve without compensation. The bill does not mandate pay but gives the Board the authority to decide whether to provide it. This is a procedural change to the existing law, not a new policy requiring immediate implementation.

HB 1652: NURSE LICENSURE COMPACT

Amends the Nurse Practice Act. Ratifies and approves the Nurse Licensure Compact, which allows for the issuance of multistate licenses that allow nurses to practice in their home state and other compact states. Provides that the Compact does not supersede existing State labor laws. Provides that the State may not share with or disclose to the Interstate Commission of Nurse Licensure Compact Administrators or any other state any of the contents of a nationwide criminal history records check conducted for the purpose of multistate licensure under the Nurse Licensure Compact. Makes conforming changes.

HB 5771: $HIGHER ED-PRISON EDUC PROGRAM

Appropriates $450,000 from the General Revenue Fund to the Illinois Community College Board for competitive per capita grants for prison education programs that assist incarcerated students in attaining associate degrees. Appropriates $350,000 from the General Revenue Fund to the Board of Higher Education for competitive per capita grants for prison education programs that assist incarcerated students in attaining bachelor's degrees. Effective July 1, 2026.

HB 5792: MUNI CD-TICKET RESALE TAX

Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may impose a tax upon all persons engaged in the business of acting as a resale facilitator within the municipality. Provides that the tax may not be imposed on (i) the original sale of a ticket or license by the owner, operator, or manager of an amusement, either directly or through a third party; (ii) the resale of a ticket or license to a ticket broker registered with the Office of the Secretary of State under the Ticket Sale and Resale Act; or (iii) the resale of a ticket or license by a ticket broker to another ticket broker registered with the Office of the Secretary of State under the Ticket Sale and Resale Act.

HB 5791: LOC GOVT-FAMILY FIRST HOUSING

Creates the Family First Housing Act. Provides that an owner-occupied residential property may contain one accessory dwelling unit for occupancy by a parent of the property owner or the property owner's spouse. Sets forth parameters of accessory dwelling units for family care. Defines terms. Effective January 1, 2027.
