HRES 231: Recognizing Girl Scouts of the United States of America on its 109th birthday and celebrating its legacy of fostering civic action and community service among girls and creating leaders in Gold Award Girl Scouts, including the 2020 National Gold Award Girl Scouts.

This resolution (1) recognizes Girl Scouts of the United States of America for 109 years of inspiring girl leadership and encourages them to continue to support the leadership development of girls, and (2) congratulates all Girl Scouts who earned the Gold Award in 2020.

HR 1805: Tradeable Performance Standard Act

Tradeable Performance Standard Act This bill establishes the Greenhouse Gas Pollution Reduction Program, which creates (1) targets to eliminate greenhouse gas emissions from cogeneration facilities (e.g., combined power plants), electric facilities, and thermal energy facilities; (2) a system to allow such facilities to achieve the targets through a voluntary emission trading program; and (3) a thermal energy reporting program. By 2030, such facilities must reduce greenhouse gas emissions to 60% of 2019 levels. By 2040, the facilities must eliminate the emissions. Facilities that emit more than the targets must purchase emission allowances from those who emit less. The bill provides for the distribution, trading, and tracking of such allowances. The bill establishes civil penalties for facilities that do not meet the targets and do not submit enough allowances. Finally, the Environmental Protection Agency must establish a thermal energy reporting program. Under the program, thermal energy facilities must provide information about the fuel used to produce thermal energy and the greenhouse gas emissions associated with such production. Further, thermal energy facilities must submit information to demonstrate their compliance with this bill.

HR 1792: Ensuring Kids Have Access to Medically Necessary Dental Care Act

Ensuring Kids Have Access to Medically Necessary Dental Care Act This bill modifies dental coverage under the Children's Health Insurance Program (CHIP). Specifically, the bill prohibits lifetime or annual limits on CHIP dental coverage. It also requires states to offer dental-only supplemental coverage under CHIP to children who have other health insurance but are otherwise eligible for CHIP (i.e., wraparound coverage); such coverage is currently at the option of the state.

HR 1829: Pharmacy Benefit Manager Accountability Study Act of 2021

Pharmacy Benefit Manager Accountability Study Act of 2021 This bill requires the Government Accountability Office to report on the role of pharmacy benefit managers in the pharmaceutical supply chain and recommend legislative actions to lower the cost of prescription drugs. The report must address the use of rebates and fees, the average prior authorization approval time, and the use of step therapy within the 10 largest pharmacy benefit managers.

HR 1859: 911 Diversion to Unarmed Personnel Act of 2021

911 Diversion to Unarmed Personnel Act of 2021 This bill authorizes grants to dispatch unarmed, specialized health care or social service providers to respond to nonviolent 9–1–1 calls instead of law enforcement officers. The Substance Abuse and Mental Health Services Administration may award grants to states and other jurisdictions for this purpose.

HR 1813: FASTER Act

Funding for Aviation Screeners and Threat Elimination Restoration Act or the FASTER Act This bill repeals the requirement that a portion of aviation security service fees collected from passengers be credited as offsetting receipts and deposited in the general fund of the Treasury. It requires such fees to be deposited into a separate account in the Treasury for expenditure to pay only the costs of activities and services for which the fee is imposed (i.e., aviation security screening).

HR 1793: Immediate Coverage for Former Foster Youth Act

Immediate Coverage for Former Foster Youth Act This bill accelerates the application of certain changes that are scheduled to take effect under the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Act relating to the coverage of former foster youth under Medicaid. Under current law, a state Medicaid program must cover former foster youth until the age of 26 if the youth were in the state's foster care system at the age of 18 and were enrolled in the state's Medicaid program while in foster care; a state may choose to also cover former foster youth from other states. The SUPPORT for Patients and Communities Act altered these provisions to require a state Medicaid program to cover former foster youth from other states until the age of 26; such changes apply to former foster youth who reach the age of 18 on or after January 1, 2023. The bill instead applies these changes to former foster youth who reach the age of 18 on or after the date of enactment of this bill. States must also establish Medicaid outreach and enrollment programs for former foster youth.

SRES 105: A resolution condemning the coup in Burma and calling for measures to ensure the safety of the Burmese people, including Rohingya, who have been threatened and displaced by a campaign of genocide conducted by the Burmese military.

This resolution condemns the February 1, 2021, military coup in Burma (Myanmar) and calls on Burmese authorities to allow journalists, human rights organizations, United Nations monitors, and humanitarian actors full and safe access to every part of the country. The resolution also asks neighboring countries to provide immediate and direct cross-border assistance to address the humanitarian needs of refugees.

S 736: Assault Weapons Ban of 2021

Assault Weapons Ban of 2021 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

S 738: Police Training and Independent Review Act of 2021

Police Training and Independent Review Act of 2021 This bill authorizes the Department of Justice to award grants to states that (1) require law enforcement officers to be trained on fair and impartial policing (e.g., diversity and anti-bias training), and (2) require an independent prosecutor to be appointed to investigate and prosecute an alleged offense involving the use of deadly force by a law enforcement officer that results in a death or injury.

S 740: WORK NOW Act

Work Opportunities and Resources to Keep Nonprofit Organizations Well Act or the WORK NOW Act This bill requires the Department of the Treasury to establish a grant program to provide emergency relief to certain nonprofit organizations, prioritizing organizations that provide services related to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Organizations receiving funding must use not less than 60% of these funds to hire former and new employees.
