HR 3219: To provide funding relating to COVID-19 for high Medicaid providers, and for other purposes.

This bill provides additional FY2021 funding for health care providers with high caseloads of Medicaid patients for COVID-19 expenses and lost revenue, including for capital expenses, medical equipment, staffing, and other operational costs. Providers must submit documentation justifying the need for funds, including qualifying expenses and lost revenue. Funds may not be used for expenses or losses that have already been reimbursed or that another source is obligated to reimburse.

HR 3180: Renewable Energy Investment Act

Renewable Energy Investment Act This bill allows taxpayers, including certain pass-thru entities such as partnerships and S corporations, to elect to receive tax excludable payments in lieu of amounts attributable to the tax credits for energy property and for electricity produced from certain renewable resources.

HR 3216: To amend the Internal Revenue Code of 1986 to create parity for unmarried individuals and heads of household with respect to the temporary 2021 income phaseouts in the child tax credit.

This bill increases the applicable threshold amount for heads of household in 2021 to $150,000 for purposes of the income phaseout in the child tax credit (thus making it equal to the threshold amount for married individuals filing joint tax returns).

HR 3225: Public Safety Employer-Employee Cooperation Act

Public Safety Employer-Employee Cooperation Act This bill requires the Federal Labor Relations Authority to determine whether a state substantially provides public safety officers or employees the right to form and join a labor organization; recognition by public safety employers of the employees' labor organization, agreement to bargain with the organization, and reduction of any agreements to writing in a contract or memorandum of understanding; the right to bargain over hours, wages, and terms and conditions of employment; and binding interest arbitration to resolve an impasse in collective bargaining negotiations. The bill makes the authority responsible for (1) determining the appropriateness of units for labor representation; (2) supervising elections; (3) conducting hearings and resolving complaints of unfair labor practices; and (4) protecting the right of employees to form, join, or assist any labor organization, or to refrain from doing so. An employer, public safety officer, or labor organization may not engage in a lockout, sickout, work slowdown, strike, or any other organized job action that will measurably disrupt the delivery of emergency services and is designed to compel an employer, public safety officer, or labor organization to agree to the terms of a proposed contract.

HR 3161: Flood Mapping Modernization and Homeowner Empowerment Pilot Program Act of 2021

Flood Mapping Modernization and Homeowner Empowerment Pilot Program Act of 2021 This bill directs the Federal Emergency Management Agency (FEMA) to carry out a pilot program to make grants to local governments to enhance the mapping of urban flooding and associated property damage and the availability of such mapping data to homeowners, businesses, and localities to enable them to minimize flooding risk. The grants may only be made to local governments in urbanized areas with populations greater than 50,000 or to stormwater management authorities in those localities. FEMA shall give priority to grant applicants in areas that (1) are highly vulnerable to a sea level rise, (2) include a military installation or other national security facility, or (3) have a population highly vulnerable to urban flooding and have an uneven capacity for flood mitigation and response efforts due to socioeconomic factors.

HR 3139: PEAKER Act of 2021

Promoting Energy Alternatives is Key to Emission Reductions Act of 2021 or the PEAKER Act of 2021 This bill addresses the emissions from peaker plants and provides financial incentives for renewable energy to reduce the need for peaker plants. Peaker plants are defined as fossil fuel-fired power plants or units of power plants that are run primarily to meet peak electricity demand. In other words, peaker plants are run where there is above average energy demand, such as during extremely hot or cold weather. The bill establishes an additional investment tax credit for renewable energy generation and battery storage to replace the need for peaker plants in disadvantaged communities. In addition, the Department of Energy (DOE) must establish a grant program to provide up to $1 billion annually through FY2032 to eligible entities for clean energy projects. Specifically, grants must be awarded to assist eligible entities in carrying out (1) projects associated with the construction, installation, or acquisition of qualifying renewable energy facilities and qualifying energy storage facilities; or (2) community energy proposals or community energy studies to reduce or replace the need for peaker plants. Entities that are eligible to receive grants include state or local governments, nonprofit organizations, community-owned energy generation facilities or energy storage facilities located in disadvantaged communities, community-based energy cooperatives, or certain partnerships. DOE must also assess and report on the location of each peaker plant, the quantity and type of pollution each plant is producing, and related data as specified by the bill.

HR 3164: Hot Cars Act of 2021

Hot Cars Act of 2021 This bill requires safety measures in passenger cars to reduce injuries or deaths from heatstroke and other harms to occupants of unattended vehicles. Specifically, the National Highway Traffic Safety Administration (NHTSA) must issue a motor vehicle safety standard that requires certain new passenger motor vehicles to include a system that detects and warns of the presence of an unattended occupant in the passenger compartment. The NHTSA must issue the final rule prescribing the safety standard within two years after the enactment of this bill, with full compliance with the standard required not later than two years after the rule is issued. After the standard is issued, the Department of Transportation must periodically contract with an independent third party to study retrofitting passenger motor vehicles with technologies and products that detect and warn when there is an unattended occupant in the passenger compartment. The study must identify relevant technologies and products to retrofit vehicles and provide recommendations about testing such technologies and products. Information about the performance of the technologies and products must be published on the NHTSA's website.

HR 3149: HEAL for Immigrant Families Act of 2021

Health Equity and Access under the Law for Immigrant Women and Families Act of 2021 or the HEAL Immigrant Women and Families Act of 20 21 This bill extends Medicaid and Children's Health Insurance Program coverage to individuals lawfully present in the United States who otherwise meet eligibility requirements. Individuals granted federally authorized presence also are required to maintain minimum essential health insurance coverage and are eligible for health insurance exchanges, reduced cost sharing, premium subsidies, and premium tax credits.

HR 3165: Nurse Staffing Standards for Hospital Patient Safety and Quality Care Act of 2021

Nurse Staffing Standards for Patient Safety and Quality Care Act of 2021 This bill requires hospitals to implement and submit to the Department of Health and Human Services (HHS) a staffing plan that complies with specified minimum nurse-to-patient ratios by unit. Hospitals must post a notice regarding nurse-to-patient ratios in each unit and maintain records of actual ratios for each shift in each unit. The bill also requires hospitals to follow certain procedures regarding how ratios are determined and other staff are prohibited from performing nurse functions unless specifically authorized within a state's scope of practice rules, among other requirements. HHS must adjust Medicare payments to hospitals to cover additional costs attributable to compliance with these ratios. Nurses may object to, or refuse to participate in, an assignment if it would violate minimum ratios or if they are not prepared by education or experience to fulfill the assignment without compromising the safety of a patient or jeopardizing their nurse's license. Hospitals may not (1) take adverse actions against a nurse based on the nurse's reasonable refusal to accept an assignment; or (2) discriminate against individuals for good faith complaints relating to the care, services, or conditions of the hospital or related facilities. HHS may impose civil monetary penalties on hospitals violating the ratio requirements and must publish the names of such hospitals. The bill provides stipends to the nurse workforce loan repayment and scholarship program and expands the nurse retention grant program to include nurse preceptorship and mentorship projects.

HR 3116: COAST Anti-Drilling Act

Clean Ocean And Safe Tourism Anti-Drilling Act or the COAST Anti-Drilling Act This bill prohibits the Department of the Interior from authorizing the exploration, development, or production (i.e., offshore drilling) of oil or natural gas in specified planning areas of the Outer Continental Shelf along the Atlantic Coast, including the Straits of Florida.
