Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. (HD2)

Authorizes the Adjutant General to expand the Hawaii National Guard State Tuition Assistance Program to include graduate degrees at the University of Hawaii for qualified enlisted personnel in the Hawaii National Guard. (CD1)

Repeals the 6/30/2027 deadline by which the Maui State Veterans Home must be assimilated into a state agency having a Maui affiliation and instead requires the assimilation to be completed as soon as practicable. (SD1)

This Senate Concurrent Resolution asks the U.S. Department of Defense to create a working group that would study and recommend how Hawaii could establish its own commemorative medal for Vietnam War veterans living in the state. The proposed group would include state officials, representatives from local veterans organizations, and other interested parties to develop eligibility rules, application procedures, and design concepts for the medal. The working group must submit its findings and any proposed legislation to the Hawaii Legislature by late 2027, along with cost estimates for creating and distributing the medal. This bill does not create the medal itself but initiates a process to explore whether such a state award is feasible and how it would be implemented.
