This bill prohibits Hawaii state and county law enforcement agencies from entering into agreements with federal immigration authorities or engaging in immigration enforcement activities. Amends requirements to commercial driver's license qualification standards to meet current federal regulations to allow the State to issue a non-domiciled commercial learner's permit and non‑domiciled commercial driver's license for applicants who are unable to provide proof of citizenship or lawful permanent residency. Allows an applicant to provide the applicant's individual tax identification number with a sworn affidavit in lieu of social security numbers when the applicant does not have a social security number. Prohibits certain covered educational entities and Hawaii Health Systems Corporation facilities from collecting information regarding citizenship or immigration status or allowing officers of Immigration and Customs Enforcement to enter certain facilities, except under specific circumstances.
Amends section 286-236, HRS, to meet current federal regulations to allow the State to issue a limited-term non-domiciled commercial learner's permit and non-domiciled commercial driver's license for applicants who are unable to provide proof of citizenship or lawful permanent residency.
