SB 3276: RELATING TO HOMELESSNESS.

Requires the Statewide Office on Homelessness and Housing Solutions to develop and implement a plan to reduce the State's total homeless population by at least twenty-five per cent by 1/1/2028, measured against the 2026 point-in-time count. Requires any funding request by the Office after fiscal year 2026-2027 to be based on the plan. Requires the appointment of the Coordinator on Homelessness to be subject to the advice and consent of the Senate. HB 1338: RELATING TO HOMELESSNESS.

Establishes a 2-year homelessness sanctuary pilot program, to be administered by the Governor's Coordinator on Homelessness in coordination with the Department of Human Services and the City and County of Honolulu. Directs the Governor's Coordinator on Homelessness to designate a specific location on state or county land for the pilot program, which shall serve as a safe location for homeless individuals and families to reside and access services. Requires the Governor's Coordinator on Homelessness and the coordinator's partner agencies to provide certain facilities and services at the designated location. Requires reports to the Legislature. HB 377: RELATING TO THE CONVEYANCE TAX.

Establishes the Homeless Services Special Fund. Allows counties to apply for matching funds from the Affordable Homeownership Revolving Fund for certain housing projects. Increases the conveyance tax rates for certain properties. Establishes conveyance tax rates for multifamily residential properties. Establishes new exemptions to the conveyance tax. Allocates collected conveyance taxes to the Affordable Homeownership Revolving Fund, Homeless Services Special Fund and, and Dwelling Unit Revolving Fund. Amends allocations to the Land Conservation Fund and Rental Housing Revolving Fund.
