Establishes a homeless student stability program and homeless student housing resource program within the University of Hawaii. Establishes a minimum of one benefits navigator position at each University of Hawaii System campus and a position within the University of Hawaii System to coordinate campus positions and initiatives. Requires DOH to submit a reorganization plan to the Legislature to consolidate the Statewide Office on Homelessness and Housing Solutions with the Homeless Programs Office under a single centralized entity. Specifies the contents of the reorganization plan and the dates by which the draft and final plan and timeline for reorganization must be submitted to the Legislature. Requires the consolidated entity to submit annual reports to the Legislature. Appropriate funds. Clarifies petty misdemeanor penalties for the offense of criminal trespass onto public parks and recreational grounds. Provides for seizure of abandoned or unattended personal property. Requires the Department of Human Services to establish a homeless outreach and case management program. Requires the Department of Land and Natural Resources to identify and restore vacated homeless encampment areas in the State and report to the Legislature. Appropriates moneys.
Establishes a three-year Tiny Home Grant Pilot Program within the Hawaii Housing Finance and Development Corporation. Requires counties and nonprofit organizations that are awarded a grant to submit an annual report to the HHFDC. Requires a report to the Legislature. Appropriates funds and establishes a position. Requires the Statewide Office on Homelessness and Housing Solutions to develop and implement a plan to reduce the State's total homeless population by at least twenty-five per cent by 1/1/2028, measured against the 2026 point-in-time count. Requires any funding request by the Office after fiscal year 2026-2027 to be based on the plan. Requires the appointment of the Coordinator on Homelessness to be subject to the advice and consent of the Senate. Appropriates funds to the Department of Human Services for the funding of the Homeless Outreach and Navigation for Unsheltered Persons Program under the Ohana Zones Program, and for the expenses of the Statewide Office on Homelessness and Housing Solutions. Appropriates funds to the University of Hawaii to conduct a survey on statewide homelessness. (SD1)
Establishes a 2-year homelessness sanctuary pilot program, to be administered by the Governor's Coordinator on Homelessness in coordination with the Department of Human Services and the City and County of Honolulu. Directs the Governor's Coordinator on Homelessness to designate a specific location on state or county land for the pilot program, which shall serve as a safe location for homeless individuals and families to reside and access services. Requires the Governor's Coordinator on Homelessness and the coordinator's partner agencies to provide certain facilities and services at the designated location. Requires reports to the Legislature. Sunsets 12/31/2027. Appropriates moneys.
Establishes the Homeless Services Special Fund. Allows counties to apply for matching funds from the Affordable Homeownership Revolving Fund for certain housing projects. Increases the conveyance tax rates for certain properties. Establishes conveyance tax rates for multifamily residential properties. Establishes new exemptions to the conveyance tax. Allocates collected conveyance taxes to the Affordable Homeownership Revolving Fund, Homeless Services Special Fund and, and Dwelling Unit Revolving Fund. Amends allocations to the Land Conservation Fund and Rental Housing Revolving Fund.
