Requires the State Auditor to conduct management and financial audits of Medicaid health care insurance contractors at least once every two years, with the first audit report to be submitted no later than twenty days prior to the Regular Session of 2027. Appropriates funds.
Repeals a provision in Act 4, Special Session Laws of Hawaii 2005, that prohibits the Department of Human Services from taking any action to remove pharmaceutical benefits management from managed care plans that provide health care coverage for Hawaii Medicaid beneficiaries. Appropriates funds to increase the funding of certain Medicaid home and community-based services, including adult day programs and residential services offered in community care foster family homes and expanded adult residential care homes.
Requires the Department of Human Services to establish or select and contract with a third-party administrator to serve as the State Pharmacy Benefit Manager (PBM) who shall be responsible for administering all pharmacy benefits for medicaid beneficiaries enrolled with medicaid managed care organization. Requires medicaid managed care organizations to contract with and utilize the State PBM. Establishes requirements to procure the State PBM in addition to the requirements under state law governing purchases of health and human services. Establishes requirements and prohibitions for the contract to be used by the DHS when contracting with the state PBM. Requires the DHS to establish a single-preferred drug list to be used by the State PBM. Requires the DHS to consult with the Med-QUEST Healthcare Advisory Committee on the development, implementation, and oversight of the State PBM program. Requires reports to the Legislature. Appropriates funds.
Requires the Hawaii Health Authority to develop a comprehensive plan for the establishment of a universal, single payer health care system to replace all other health care coverage in the State, including Medicare, Medicaid, and the Prepaid Health Care Act. Establishes a universal, single payer health care system to be known as the Hawaii Care program under the Hawaii Health Authority to take effect one hundred eighty days after the approval of waivers from certain provisions of the Patient Protection and Affordable Care Act of 2010 and the State's Medicaid plan. Appropriates funds.
Requires the Department of Human Services to amend the Hawaii Medicaid State Plan or request approval from the Centers for Medicare and Medicaid Services for an amendment under the Medicaid State Plan to include naturopathic medicine.
Extends child care subsidies to disabled parents or guardians, regardless of their employment status. Requires the Department of Human Services to evaluate caregiver capacity and dependent-care responsibilities when determining eligibility for medicaid home- and community-based services. Requires the Department of Human Services to update its evaluation form and functional assessment protocols related to level of care and at-risk needs determinations. Appropriates funds.
