Establishes a three-year pilot program in the County of Kauai and County of Hawaii to allow qualified psychologists under the supervision of a supervising physician or psychiatrist limited authority to prescribe certain psychotropic medications to patients between the ages of 18 and 65 years under the care of the psychologist. Requires the Board of Psychology to adopt rules. Requires the State Health Planning and Development Agency to report to the Legislature. (CD1)

For policies, contracts, plans, and agreements issued or renewed after 12/31/2026, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility. (CD1)

Requires the Department of Health to adopt rules to allow hospitals to demonstrate compliance with all licensing inspections required by the State through accreditation or certification by any accreditation or certification organization approved by the Centers for Medicare and Medicaid Services. (CD1)

Requires hospitals with emergency departments that are licensed in the State to submit syndromic surveillance data to the Department of Health. Authorizes the Department of Health to establish a state syndromic surveillance data reporting system. (CD1)

Requires the Department of Human Services to develop and implement a state-funded financial assistance program to offer state-funded colorectal screenings and treatment for certain persons. Requires state-funded coverage for follow-up treatment for colorectal cancer for certain persons. Requires coverage to include a follow-up colonoscopy after a positive test result. Specifies that coverage is not subject to a deductible, copayment, coinsurance, or any other cost-sharing requirements. Appropriates funds and establishes one full-time equivalent (1.0 FTE) position. Requires the Office of Wellness and Resilience to develop, implement, and administer a Medical Debt Acquisition and Forgiveness Program to acquire and forgive outstanding medical debt for residents of the State, subject to the availability of program funds. Requires a report to the Legislature. Appropriates funds. (CD1)

Amends the definition of "eligible business activity" for the purposes of the Enterprise Zone Program to include certain retail sales of tangible personal property; processing of certain value-added agricultural products; research development, sale, or production of all types of medical products and medical and health care services; activities of the Hawaii Food and Product Innovation Network; the provision of certain professional services by health care professionals; aerospace research and development activities; and information technology design and production services. Authorizes the Department of Business, Economic Development, and Tourism to declare up to two census tracts on state land that contain an innovation enterprise to be designated as an enterprise zone, subject to the Governor's approval and notwithstanding certain conditions. Requires DBEDT to conduct a comprehensive review, in consultation with the Department of Taxation, of the State Enterprise Zones Program and to submit a report to the Legislature. For taxable years beginning after 12/31/2026, extends the eligibility period of the state business tax credit for qualified businesses within state enterprise zones. Beginning 1/1/2028, extends the eligibility period of the general excise tax exemption for qualified businesses within state enterprise zones. Applies to qualified businesses who join the Enterprise Zone Program on or after 7/1/2026. (CD1)

Beginning 1/1/2027, requires all health insurers, mutual benefit societies, and health maintenance organizations in the State, including Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies under certain conditions. Allows the Department of Health and Department of Human Services to accept and expend funds from public and private sources to support the expansion of access to continuous glucose monitors. (CD1)

By 1/1/2027, requires all state and county agencies that operate protected community locations to adopt and post written policies that identify nonpublic areas, establish procedures for warrant verification and staff response, prohibit the collection of certain immigration-status data, and require annual staff training and certain multilingual notices. Requires the Attorney General to publish model policies. (CD1)

Authorizes an attending physician to request a functional capacity examination and refer an injured employee for the examination without first obtaining permission from the employee's employer in order to assess the employee's ability to return to work. Allows licensed occupational and physical therapists to be deemed qualified to perform functional capacity examinations. (CD1)
