Clarifies that individuals with intellectual and developmental disabilities who meet an intermediate care facility or nursing facility level of care shall not be denied residency in a certified community care foster family home solely because of their disability or enrollment in a specific Medicaid waiver program. Requires the Department of Health to provide technical assistance and training to community care foster family homes. (CD1)
Establishes a two-year Family Resilience Pilot Program within the Office of Wellness and Resilience. Requires a report to the Legislature. Appropriates Temporary Assistance for Needy Families funds to be expended by the Department of Human Services for the pilot program. Sunsets 6/30/2028. (CD1)
Prohibits persons from interfering with another person's access to or from a health care facility or disrupting the normal functioning of a health care facility. Makes violations a petty misdemeanor. Establishes a private right of action. Authorizes the Attorney General to bring an action for injunctive or other equitable relief. (SD1)
Appropriates funds to the Department of Human Services to increase funding for certain Medicaid home- and community-based services, including residential services offered in community care foster family homes and expanded adult residential care homes. Requires the Department to obtain matching federal funds and pursue additional funding sources as a condition for expending the appropriated funds. (CD1)
Requires the Office of Wellness and Resilience, in consultation with the Department of Human Services, to develop a comprehensive plan by 6/30/2027 for the establishment of a Kakou Pilot Program to support families and children in need. Requires the Office to submit preliminary and final reports to the Legislature on the plan and identify an administering agency or agencies for the pilot program. Beginning 7/1/2028, authorizes the Department of Human Services to expend Temporary Assistance for Needy Families program funds for the purposes of the Kakou Pilot Program. (CD1)
Beginning 1/1/2027, requires all health insurers, mutual benefit societies, and health maintenance organizations in the State, including Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies under certain conditions. Allows the Department of Health and Department of Human Services to accept and expend funds from public and private sources to support the expansion of access to continuous glucose monitors. (CD1)
Authorizes the Department of Health to continue providing services statewide to Hansen's disease patients living in the community. Repeals sections of Chapter 326, Hawaii Revised Statutes, upon the 1‑year anniversary of the passing of the last patient resident of Kalaupapa as affirmed in the Governor's proclamation. Requires the Department of Health to include community organizations in the transition planning team. (CD1)
Establishes the Community Behavioral Health Clinics Certifying Office to certify and decertify community behavioral health clinics and provide technical assistance for clinics seeking certification. Establishes the Certified Community Behavioral Health Clinics Oversight Board. Amends the composition of the Advisory Commission on Drug Abuse and Controlled Substances to include a member from the Community Behavioral Health Clinics Certifying Office. Appropriates funds. (CD1)
By 1/1/2027, requires all state and county agencies that operate protected community locations to adopt and post written policies that identify nonpublic areas, establish procedures for warrant verification and staff response, prohibit the collection of certain immigration-status data, and require annual staff training and certain multilingual notices. Requires the Attorney General to publish model policies. (CD1)
Authorizes the Department of Health to accept accreditation or certification from an accreditation organization or a certification organization approved by the Centers for Medicare and Medicaid Services as demonstration that a licensed home health agency is in compliance with all licensing inspections required by the State. Specifies conditions under which a home health agency may be exempt from a licensing inspection on a continuing basis throughout the accreditation or certification period. Requires information obtained in reports of survey and accreditation or certification letters to be public information. (CD1)
