Incentivizes the installation and use of gray water recycling systems and atmospheric water generators in the State by establishing an income tax credit to be administered by the Department of Taxation. Requires the Department of Business, Economic Development, and Tourism to establish a rebate program. Prohibits the feeding of feral non-native animals on state land within one-half mile of the ocean or a stream. Requires the Department of Land and Natural Resources to enforce certain penalties for violations. Requires the counties to adopt or amend ordinances to prohibit the feeding of feral non-native animals on county land within one-half mile of the ocean or a stream and impose certain penalties for violations. Establishes an annual reporting requirement to the Legislature.
Requires state agencies that monitor environmental toxins and pollutants to establish environmental action levels (EALs) to ensure the preservation of a safe environment. Prohibits modifications to EALs unless certain procedural requirements are met. Establishes a process to allow any resident to petition for modifications to an established EAL.
Appropriates funds for equipment for the Oahu Branch of the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources. Effective 1/1/2050. (SD1)
Expands the scope of the Hawaii Clean Energy Initiative Program to include the design, implementation, and administration of pathways for supporting renewable energy and conservation projects that align carbon sequestration with marine ecosystem restoration and opportunities for strengthening carbon accounting methodologies to assist in the quantification and reduction of direct and indirect greenhouse gas emissions. Requires a report to the Legislature.
Beginning 1/1/2027, requires the payment of an Agricultural Land Conversion Fee by the buyer or lessee in a transaction for any agricultural land that will be converted from agricultural production for certain purposes. Establishes the Agricultural Land Conversion Fee Fund to, among other things, support the Health Soils Program. Requires all state lands used in the commercial production of agricultural commodities, including any lands under lease agreements with the Department of Agriculture and Biosecurity, to use an established metric to advance the adoption of conservation practices.
Authorizes the Department of Land and Natural Resources to operate and approve conservation banks and amends the Endangered Species Recovery Committee's membership and scope of authority. Effective upon approval.
