Requires the Hawaii Clean Energy Initiative Program to design and implement a plan to increase jobs that strengthen emergency preparedness and climate resilience. Authorizes the use of the Energy Security Special Fund to advance the State's goals of strengthening emergency preparedness and climate mitigation.

Incentivizes the installation and use of gray water recycling systems and atmospheric water generators in the State by establishing an income tax credit to be administered by the Department of Taxation. Requires the Department of Business, Economic Development, and Tourism to establish a rebate program. Requires the Department of Land and Natural Resources to establish and conduct a Marine Life Conservation District Carrying Capacity Program. Requires a landowner in possession of ten thousand or more acres in the State to be liable for damages and fines arising from runoff originating on the land and entering into state waters. Requires the Department of Health to prioritize enforcement of water pollution control regulations in rural areas where there are existing reports of runoff and other terms of water pollution. Requires each state agency to expeditiously use energy efficient lighting. Requires the Hawaii State Energy Office to provide technical assistance and survey state agencies for compliance, prioritizing first responder facilities. Requires the Department of Accounting and General Services to assist the Hawaii State Energy Office in conducting the survey. Requires a report of the survey to the Legislature. Effective 1/1/2491. Establishes a two-year Electric Vehicle Battery Recycling and Reuse Working Group within the Hawaii State Energy Office. Requires the working group to examine how to maximize the recycling and reuse of electric vehicle batteries and recommend electric vehicle battery management practices. Requires self-service stations to put Public Utilities Commission-approved labels on gas dispensing equipment to advise consumers on the effects of fossil fuel consumption to human health and the environment.
Requires the Department of Health, to the extent allowable under federal law, to prioritize the use of Water Pollution Control Revolving Fund moneys for projects by homeowners to upgrade cesspools to director-approved wastewater systems or connect homeowners' properties to sewerage systems, including projects for the installation of cluster systems or community package plants. Authorizes the Clean Energy and Energy Efficiency Revolving Loan Fund to be used to provide financial assistance to underserved ratepayers, in addition to other eligible borrowers.
