Expands the existing renewable energy technologies tax credit to cover claims made after 2025 for solar energy systems integrating battery storage or existing systems that are retrofitted to include battery storage.
Defines and provides requirements for the use of a portable solar generation device. Provides that electric utility companies are not liable for any damage or injury caused by a portable solar generation device. Requires each portable solar generation device to be registered with the Public Utilities Commission. Requires the Public Utilities Commission to establish and maintain an online system for registration of portable solar generation devices, at no cost to the customer. Effective 7/1/3000. (HD1)
Requires solar conduit- and electrical panel-readiness for new residential construction offered for sale at fair market value and electric vehicle-readiness when an electrical panel and parking area are installed. Effective 1/1/2026.
Amends the renewable energy technologies income tax credit by: for taxable years beginning after 12/31/26, prohibiting taxpayers with an adjusted gross income of $250,000 or greater if filing as an individual or $350,000 or greater if filing jointly from claiming the credit for certain solar energy systems installed and placed in service on a single-family residential property; limiting credit claims for certain solar energy systems for single-family residential property to two systems per single-family residential property and requiring systems to have a total output capacity of at least five kilowatts; and increasing the adjusted gross income threshold below which an individual taxpayer may elect to have any excess credits refunded. Effective 7/1/3000. (HD1)
Requires utilities to pay distributed energy resources program customers for bill credits generated by the customer that are not used by the customer within 1 year.
Prohibits binding agreements preventing the installation of a portable plug-in solar generation device on any residential dwelling, subject to certain requirements.
Defines "portable solar generation device" and establishes certain requirements for their regulation and use exclusively within units in condominiums organized pursuant to Chapter 514B, HRS. Requires the Public Utilities Commission to establish an online registration system. Clarifies that portable solar generation devices are subject to certain approval procedures for installation in condominiums. Requires reports to the Legislature.
