Extends the State's energy-efficiency portfolio standards from 2030 to 2045 and updates the standards. Authorizes the public utilities commission to adjust the 2045 and interim standards.

Requires the Hawaii State Energy Office to provide technical assistance and survey state agencies for compliance, prioritizing first responder facilities. Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist households in paying their energy bills. Requires the Public Utilities Commission's Public Benefits Fee Administrator to provide information and technical assistance about available energy efficiency programs to recipients of the program. Appropriates funds.
Requires the counties to adopt the Hawaii state building codes no later than one year after its adoption. Authorizes a county with a population in excess of 500,000 to amend its building energy conservation code to require more stringent energy-saving performance.

Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2025, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2030 and 2045 standard and interim standards.
