Requires the Department of Education to establish a two-year Student-Authored Book Publication Pilot Program. Authorizes the Pilot Program to be conducted for fourth, fifth, and sixth graders at up to five Kalihi public elementary schools and up to five Nanakuli-Waianae public elementary schools to be integrated into existing curricula. Provides a general excise tax exemption for the sale of material, parts, or tools used for aircraft service and maintenance or for the construction of an aircraft service and maintenance facility. Effective 1/1/2027. (CD1)
Amends criminal penalties under the Hawaii Public Procurement Code by providing that a person who intentionally violates the code is subject to prosecution for a misdemeanor in cases of egregious violations of the Code. Ensures that awarded contracts are supported by sufficient appropriations by requiring a contract amount that exceeds fifteen per cent of the amount of the appropriation or balance of an appropriation to be approved by the Chief Procurement Officer to become binding. Establishes, and appropriates funds for, the State Building Permit Process Task Force to evaluate the challenges, opportunities, and legislative actions necessary to establish a State Building Permit Review Office for state projects located on state-owned lands. Allows for the regulation of sports wagering by the Department of Law Enforcement. Establishes licensing requirements for sports wagering operators and sports wagering suppliers. Establishes a general excise tax to be levied on sports wagering operator licenses. Establishes the Problem Gambling Prevention and Treatment Special Fund to be administered and expended by the Department of Health. Specifies that legal sports wagering and fantasy sports contests shall not be considered contests of chance or gambling. Authorizes DLE to perform criminal history record checks on applicants and licensees relating to sports wagering. (SD2)
Requires and appropriates funds for the Hawaii Climate Change Mitigation and Adaptation Commission to develop, implement, and maintain a centralized resource website to connect residents to support and resources to address affordability, health, safety, and the impacts of climate change. Amends the renewable energy technologies income tax credit by: for taxable years beginning after 12/31/26, prohibiting taxpayers with an adjusted gross income of $250,000 or greater if filing as an individual or $350,000 or greater if filing jointly from claiming the credit for certain solar energy systems installed and placed in service on a single-family residential property; limiting credit claims for certain solar energy systems for single-family residential property to two systems per single-family residential property and requiring systems to have a total output capacity of at least five kilowatts; and increasing the adjusted gross income threshold below which an individual taxpayer may elect to have any excess credits refunded.
