HB 1712: RELATING TO CONDOMINIUMS.

Increases the minimum percentage of residential units, excluding units in a project in which time share use is permitted, in a condominium project that must be offered for sale to prospective owner-occupants in the thirty-day period following the initial date of sale of units in the condominium project from fifty per cent to ninety per cent. Takes effect on 1/1/2050. (SD1)

SB 2276: RELATING TO CHILD WELFARE SERVICES.

Appropriates funds for the Department of Human Services (DHS) to establish a five-year pilot program in the east Hawaii child welfare services section in Hawaii County that limits the number of children per child welfare services caseworker to no more than twenty. Appropriates funds for additional case managers and support staff for the pilot program. Requires DHS to submit report to the Legislature. (SB2276 HD1)

HB 1859: RELATING TO CHILDREN.

Allows a minor to petition the Family Court for emancipation, and directs the court regarding investigation of the petition, appointment of legal counsel and a guardian ad litem for the petitioner, and the findings necessary to grant the petition. Specifies the rights gained by the minor upon emancipation and authorizes the court to require the minor's parents or legal guardians to pay for any services ordered by the court. Requires emancipation proceedings to be stayed until final disposition of the minor's child protective case under chapter 587A, Hawaii Revised Statutes. Effective 7/1/3000. (SD1)

HB 2752: RELATING TO THE COMMUNITY COURT OUTREACH PROJECT.

Appropriates funds to the Judiciary to conduct an evaluation study to assess the impact of the community court outreach project in reducing the administrative burdens within the judicial system and for any staff and technology necessary for conducting the community court at community sites.

SB 765: RELATING TO NEW MARKET TAX CREDITS.

Expands methods for the delivery of funding to projects under the Hawaii community-based economic development technical and financial assistance program by allowing the Department of Business, Economic Development, and Tourism to participate with qualified community development entities in the pursuit of federal financing opportunities and encourage the use of federal and private funds for economic development purposes and use State resources to leverage federal and private dollars to supplement State economic development efforts. HB 1800: RELATING TO MOTOR VEHICLE TIRES.

Requires each county to use a portion of its highway beautification fee revenues for cleanup of improper tire disposal sites. Appropriates funds from the special account in the environmental management special fund to each county for cleanup of improper tire disposal sites. Requires each county to report to the legislature statistics on the number of improperly disposed tires collected. (SD1)

SB 2398: RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Requires the Department of Agriculture to create a local health food dollar-for-dollar matching program for beneficiaries of the Supplemental Nutrition Assistance Program (SNAP). Establishes and appropriates funds for the Local Health Food Incentive Program Special Fund. Authorizes healthcare providers, non-profits, businesses, and faith based organizations to provide SNAP applications to prospective applicants. (SB2398 HD1)

SB 2305: RELATING TO INCARCERATED PARENTS.

Requires the establishment of a pilot visitation center or centers for children of incarcerated parents at one or more correctional facilities in the State and a plan for visitation centers at all state operated correctional facilities.
